HEARING - Chief Administrative Office recommending the Board:

5) Adopt and authorize the Chair to sign Resolution 074-2026 for the revised Cameron Park Community Services District Park Impact Fee Schedule.

DISCUSSION / BACKGROUND

El Dorado Hills Community Services District Park Impact Fee

On July 17, 2018 (Legistar file 18-1034), the Board adopted Resolution 135-2018, which adopted the El Dorado Hills Community Service District (District) Park Impact Fee Nexus Study. The resolution states, “Any adjustment or increase to the fees adopted herein, including any adjustment for inflation, must be requested by the District and shall comply with the Mitigation Fee Act. No automatic adjustments will occur.”

 

The District last requested a 2.4% fee adjustment for calendar year 2024 on June 17, 2025 (Legistar file 25-0899). The Board adopted Resolution 083-2025 to adjust the District’s fees.

 

On February 12, 2026, the District adopted Resolution 2026-01, requesting a 3% adjustment to the fees based on the change in the Consumer Price Index for 2025 and requesting that the Board of Supervisors adopt the proposed 3% adjustment to the established Park Impact Fees. The proposed fees are outlined in Exhibit A of the resolution.

 

Cameron Park Community Services District Fire Impact Fee

On May 22, 2018 (Legistar file 18-0769), the Board adopted Resolution 098-2018, which adopted the Cameron Park Community Services District (District) Fire Impact Fee Nexus Study. The study states, “Each year, the Fire impact fee should be adjusted by the percentage change in the Engineering News-Record Construction Cost Index as published by the Engineering News-Record, or its successor publication, for the preceding twelve months.”

 

On February 18, 2026, the District adopted Resolution 2026-03, requesting a 3% adjustment to the fees based on the change in the Consumer Price Index for 2025 and requesting that the Board of Supervisors adopt the proposed 3% adjustment to the established Fire Impact Fees. The proposed fees are outlined in Exhibit A of the resolution.

 

Cameron Park Community Services District Park Impact Fee

On September 17, 2019 (Legistar file 19-1347), the Board adopted Resolution 151-2019, which adopted the Cameron Park Community Services District (District) Park Impact Fee Nexus Study. The study states, “Each year, the park impact fee should be adjusted by the percentage change in the Engineering News-Record Construction Cost Index as published by the Engineering News-Record, or its successor publication, for the preceding twelve months.”

 

On February 18, 2026, the District adopted Resolution 2026-04, requesting a 3% adjustment to the fees based on the change in the Consumer Price Index for 2025 and requesting that the Board of Supervisors adopt the proposed 3% adjustment to the established Park Impact Fees. The proposed fees are outlined in Exhibit A of the resolution.

 

The proposed resolutions regarding the District’s 2026 Fees are consistent with the Mitigation Fee Act, Government Code Sections 660001(a)(1)-(4) and 66001(b).

 

 

If adopted, the annual updates to the El Dorado Hills CSD’s Park Impact Fee, the Cameron Park Community Services District Fire Impact Fee, and the Cameron Park Community Services District Park Impact Fees will take effect 60 days after adoption of the resolution.

 

The County has entered into an agreement with the Districts, whereby the Districts agree to "hold County harmless and defend County and its employees, officers, and agents from any claim, liability, or action" resulting from the County’s calculation, imposition, and collection of impact fees on the District’s behalf.

 

ALTERNATIVES

If the Board does not adopt the resolution, the existing fees will continue in effect.

FINANCIAL IMPACT

All three Impact Fee programs are special district funds administered by the County.  One percent (1%) of the fees collected is designated for the County for these administrative services. There is no net cost to the County. The account balances as of April 14, 2026, are:

El Dorado Community Services District Park Impact Fees: $25,128,778.24

Cameron Park Community Services District Fire Impact Fees: $1,925,185.66

Cameron Park Community Services District Park Impact Fees: $1,313,693.91
