Facilities, a division of the Chief Administrative Office, and Department of Transportation recommending the Board:
1) Make findings pursuant to Section 3.13.030 (B) of the El Dorado County Ordinance Chapter 13, Contracting Out, that specialty skills and qualifications not expressly identified in County classifications are involved in the performance of architectural design and engineering services;
2) Authorize the Purchasing Agent to sign Agreement for Services 9918 with Lionakis, for a total compensation amount not to exceed $440,000 and a two-year term to provide Architectural Design and Engineering Services for the Tahoma Transportation Garage Facility Project; and
3) Authorize the Purchasing Agent to execute any necessary amendments relating to Agreement for Services 9918 excluding term extensions and increases to the not-to-exceed amount, contingent upon approval by County Counsel and Risk Management.

DISCUSSION / BACKGROUND
The Chief Administrative Office Facilities Division recommends the Board approve an agreement with Lionakis for the design and potential future construction for the replacement of the Tahoma Transportation Garage Facility located at 7100 Wilson Avenue in Tahoma. This project would consist of approximately up to 6,500 square feet of a newly constructed Transportation Garage Facility on the existing developed, approximate one acre parcel. The existing building would be demolished for the construction of the new building. An existing cell tower, cell communications building, and above ground diesel tank are to remain in place. In concept, the new facility would consist of a two-bay main garage, tool storage, restroom,and custodial and utility rooms (mechanical, electrical, plumbing, IT, and fire/life safety).
On August 22, 2023, as a result of RFQ 23-918-072, Lionakis was identified as a firm qualified for Architectural and Engineering Services. The Facilities Division, on behalf of the Department of Transportation, is seeking to contract with Lionakis for architectural design consultation related to the Tahoma Transportation Garage construction.
The Department/Division recommends approval of this agreement for a for a total compensation amount not to exceed $440,000 and a term of two years.
Work will require specialty architectural skills and experience navigating the approval processes with the Tahoe Regional Planning Agency (TRPA). The Department is requesting that the Board make the finding that specialty skills and qualifications not expressly identified in County classifications are involved in the performance of architectural design and engineering services.

FINANCIAL IMPACT
