Background:
On December 1, 1987 the Board of Supervisors adopted Resolution 417A-87. In the Resolution the Board acknowledged that the County had received the Bassi Road Study prepared by Gene Thorne and Associates, Inc., dated September 1987, and the Amended Bassi Road Studies prepared by the Department of Transportation (DOT) dated September 1987 and updated November 1987. Adopted in the Resolution was the creation of an area of benefit to be funded by the owners of Camp Lotus and by the owners of undeveloped property within the Bassi Road Corridor Area of Benefit boundaries. A 35% contribution was required to be paid by Camp Lotus and the remainder of 65% contribution would be paid by the owners of undeveloped property. These funds would then be used for the improvements outlined in the road studies and adopted in Resolution 417A-87. The funds have been collected from the owners of Camp Lotus and from the various property owners since the adoption of Resolution 417A-87.
Since the establishment of the Bassi Road Corridor Area of Benefit, DOT has performed improvements to Bassi Road consisting of Chip Seal completed in 1992, asphalt overlay blanket patches in 1995, an the All-Way Stop installed at Bassi Road and Lotus Road intersection in 1999, bridge deck repair and corrosion inhibitor treatment in 2001, and many smaller maintenance projects performed on an annual basis, all of which have been funded with Road Funds.
Reason for Recommendation:
DOT is charged with developing an annual Capital Improvement Program (CIP) that sets forth all of the road projects DOT intends to design and construct over the next five year period. As part of the CIP, DOT reviewed the road improvements needed in the Bassi Road Corridor Area of Benefit. DOT determined that the widening of the Granite Creek Bridge and the realignement of Lupe's Curve is not warranted due to insufficient funds and there is no accident history to indicate there will be any quantifiable increase in safety or other benefits gained.
DOT has included the Bassi Road Improvement Project, #73306, in the 2008 CIP, which was adopted by the Board of Supervisors on February 12, 2008. The project will improve the road condition and geometrics using the Bassi Road Corridor Area of Benefit funds. With the implementation and construction of the newly adopted CIP for Bassi Road, all existing Bassi Road Corridor Area of Benefit funds will be expended, and therefore the Area of Benefit will no longer be needed and should be dissolved.
Action to be taken following Board approval:
1. Clerk of the Board shall record the Resolution.
2. Department of Transportation shall mail a copy of the Resolution to all affected property owners and interested parties.
3. Department of Transportation to provide a copy of the Resolution to the Development Services Department (DSD) in order that the collection of fees shall be discontinued upon the notification to DSD that the Bassi Road Improvement Project #73306 is complete.
