Title
Health and Human Services Agency, Social Services and Community Services Divisions, recommending the Board consider the following:
1) Approve retroactive Agreement for Services No. 412-S1410 with Connections Communication Services, Inc. in an amount not to exceed $60,000 for a term of three years, effective February 1, 2014 through January 31, 2017 for the provision of telephone exchange services; and
2) Authorize the Purchasing Agent to execute Agreement for Services No. 412-S1410 and future amendments thereto, upon review and approval by County Counsel and Risk Management that do not affect the total dollar amount or the term.
FUNDING: CPS/APS: 85% Federal Funds/15% State Realignment Funds; Public Guardian: 100% General Fund.

Fiscal Impact/Change to Net County Cost
Sufficient appropriations are included in the Fiscal Year 2013-14 budget and will be included in future County budget requests. If changes in funding occur in future fiscal years, the amount of the Agreement will be adjusted appropriately.
Retroactive Term
This Agreement was signed by the Contractor on January 17, 2014 and received by the Agency on January 19, 2014, and at that time it was determined that the Health and Human Services Agency (HHSA) has two contracts for similar services with the same vendor. After review of Board Policy C-17, Section 4.4 "Splitting Purchase Orders or Contracts," and discussion with the Procurement Division, it was determined that both contracts be brought to the Board for review and approval at the same time to ensure transparency and compliance with the Policy.
Background
HHSA Social Services and Community Services Divisions are mandated to provide a 24-hour telephone exchange service by Welfare and Institutions Code Sections 15766 and 16504(a).
The Department of Human Services (now HHSA) has contracted with Connections Communication Services, Inc. for six (6) years for after hours, weekend, and holiday telephone exchange services for their Child Protective Services, Adult Protective Services, and Public Guardian Programs. Connections Communications also has concurrent contracts to provide telephone exchange services for the HHSA Mental Health and Public Health Divisions.
Reason for Recommendation
HHSA brings this matter to the Board to ensure compliance with Board of Supervisors Policy C-17, Section 4.4 "Splitting Purchase Orders or Contracts" and confirm that the Board is aware that it requires two separate contracts with Connections Communication for the provision of after-hours telephone exchange services to meet the multifaceted mandates of its four divisions.
