1) Appoint Tonya Digiorno to the position of Director of Information Technologies, effective December 7, 2019, at step 3 of the salary range (annual salary of $158,537.60); and
2) Approve and authorize the Chair to sign Resolution 208-2019 to:
a) Terminate the interim Information Technology duties assigned to William O’Neill, Registar of Voters, via Resolution 157-2019, effective December 6, 2019; and
b) Terminate the stipend Mr. O’Neill received for performing such duties, effective December 6, 2019. (Est. Time: 5 Min.)

DISCUSSION / BACKGROUND
On November 6, 2019, the Board of Supervisors appointed the Director of Human Resources as its designated representative to negotiate salary, compensation in the form of fringe benefits, and other related terms and conditions of employment with the Director of Information Technologies candidate in accordance with Government Code section 54957.6.
The recommendation is that Tonya Digiorno be appointed to step 3 of the salary range, as Director of Information Technologies and that benefits and other compensation be per the Salary and Benefits Resolution for Unrepresented Employees.
Additionally, effective September 17, 2019, via Resolution 157-209, the Board assigned interim oversight of the Department of Information Technologies to William O’Neill, Registrar of Voters. Upon the appointment of the new Director of Information Technologies, Ms. Digiorno, Human Resources is recommending that the Board sign a new Resolution (Attachment A) that revokes the interim oversight and terminates the stipend related to the interim duties.
ALTERNATIVES
If not approved, the County will be required to conduct another recruitment for the position of Director of Information Technologies.
