Fiscal Impact/Change to Net County Cost:The total funding for this agreement is $143,784 for the one year contract. Funding for this activity is provided through Mental Health Services Act (MHSA) funds. There is no change to Net County Cost.
Background: The Mental Health Department has requested a contract with Pacific Graduate School of Psychology for the provision of personnel and services to establish and validate an El Dorado County Mental Health Department Evaluation Center which will assess and monitor mentally ill clients. This activity is included in the scope of activities included in the County's MHSA application.
The Procurement and Contracts Division has processed the subject agreement. The agreement is for a one year term with a not to exceed amount of $143,784.00.
The Purchasing Agent has coordinated the outside review of the contractor's qualifications to perform the needed services with Ann Doucette, Research Professor, School of Public Health/Department of Health Policy at George Washington University Medical Center of Washington, D.C. Ms. Doucette concurs that Pacific Graduate School of Psychology has demonstrated its ability to perform the work based on prior experience with this contractor, qualifications of the contractor and students assigned to the project, and the availability of the contractor to perform the services.
The Purchasing Agent has determined that it is appropriate to dispense with any competitive selection process for services performed by Pacific Graduate School of Psychology as the department has confirmed that this is the only university within the State that has the unique facilities and qualified personnel to support the requested work. The Purchasing Agent concurs that the department's request is in compliance with Board of Supervisors Policy C-17, Sections 7.5 and 7.10.
Reason for Recommendation:This agreement will allow for an improved system of evaluating and monitoring client needs and treatment outcomes for the Mental Health Department. This agreement will become effective upon execution and will expire one year from that date.
Action to be taken following Board approval:Board Clerk's Office will forward the executed agreement to Mental Health for further processing.
