DISCUSSION / BACKGROUND

The PHA is responsible for administering housing assistance programs that support eligible residents County-wide. Since 1993, under Resolution 342-93, the Board designated the County Community Services Director as the official authorized to serve as the Secretary and Executive Director of the PHA, ensuring proper oversight, execution of required documents, and compliance with applicable federal, state, and local regulations.

 

On November 1, 2011, the Board approved the consolidation of the Health Services Department and Human Services Department into HHSA under Resolution 181-2011, eliminating the former departments and their director positions (Legistar file 11-1024). While many administrative authorities transferred to HHSA as part of this merger, the authority to serve as the PHA’s Secretary and Executive Director was not reassigned at that time. As a result, the authorization currently resides with a position that no longer aligns with the County’s organizational structure.

 

The Board’s action would amend Resolution 342-93 to formally reassign the authority to execute PHA documents and perform associated duties to the Director of HHSA. HHSA is recommending the Board adopt this Resolution to correct the structural gap. This updated designation ensures that leadership of PHA is housed within the department responsible for delivering the County’s Social Services and Housing programs, thereby aligning operational responsibilities with modern practice.

 

ALTERNATIVES

Should the Board decline to approve this recommendation, the Director of HHSA will not be able to execute necessary documents resulting in delays in meeting project milestones for the PHA.
