DISCUSSION / BACKGROUND

On December 21, 2022 (Legistar Item 22-2014), the Zoning Administrator approved the Tentative Parcel Map for the 3630 Park Drive Parcel Map Project P21-0010 for APN 120-150-002. The parcel is located in El Dorado Hills, adjacent to the Crescent Hills and Firehouse Hill subdivisions, Bertelsen Park, and William Brooks Elementary School, and the Parcel Map proposes to split the single 2.86-acre parcel into four (4) parcels ranging in size from 21,122 square feet to 43,208 square feet. Under the Conditions of Approval, the property owner is required to make certain road improvements to ensure each proposed parcel has access to Park Drive. The Developer and the County agreed to enter into this Parcel Map Improvement Agreement (Agreement) to facilitate the completion of the necessary improvements.

 

The improvements under this Agreement include the construction of a private access road on what will become Parcels 3 and 4, extending approximately 150 ft south from Park Drive, along with a new encroachment on Park Drive. Additional underground utilities and drainage facilities will be installed to serve the proposed parcels.

 

No closures of any roadways are anticipated, and traffic impacts are expected to be minimal.

 

Based upon the Engineer’s Cost Estimate, the cost to complete the work is $307,246.24, to be paid by the property owner. The costs associated with the improvements are not eligible for reimbursement by the County, and all costs shall be borne by Developer.

 

Staff has prepared and the Developer has signed the attached Agreement. The Developer has also provided, and County Counsel has approved, the necessary Performance and Laborers and Materialmens Bonds. Staff recommends the Board approve and sign the attached Agreement.

 

ALTERNATIVES

This Agreement is necessary for the Developer to construct the improvements described on the Parcel Map. If they are not approved, the Developer would not be able to construct the necessary improvements.

FINANCIAL IMPACT

The requested Board action has no associated fiscal impact or change to Net County Cost. The Developer will bear the cost of constructing the improvements in the proposed Agreement. Ongoing maintenance of the roadway will be performed by the owners of the adjacent parcels, per the Conditions of Approval. A maintenance entity will be formed concurrent with the recording of the Final Parcel Map.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair’s signature on two (2) originals of the Agreement.

2) The Clerk of the Board will return one (1) original of the executed Agreement to Department of Transportation, attn: Lindsay Tallman, for final processing.
