Health and Human Services Agency recommending the Board:
1) Approve and ratify the Chair’s signature on the First Amendment to competitively bid Agreement for Services 8113 with Social Entrepreneurs, Inc., for Fiscal Year 2026-27 Point-in-Time count services, effective September 22, 2026, for the maximum obligation of $146,964.20, noting the amount approved by the Board on the original agenda item was incorrectly listed as $143,964.20; and
2) Authorize the Purchasing Agent to execute amendments relating to Agreement 8113, contingent upon approval by County Counsel and Risk Management, which do not increase this revised maximum amount, or extend the term of the Agreement.
FUNDING: 100% Federal Funding awarded through U.S. Department of Housing and Urban Development Continuum of Care Planning Grants.

DISCUSSION / BACKGROUND
On September 22, 2026, the Board approved and authorized the Chair to execute the First Amendment to competitively bid Agreement for Services 8113 with SEI (Legistar file: 26-1325). The First Amendment extended the term by one year and added $16,969.25 to the agreement to enable SEI to conduct the FY 2026-27 Housing Inventory County (HIC) and PIT Count services in El Dorado County.
Upon filing of the fully executed amended agreement, HHSA noticed that the maximum obligation of the First Amendment ($146,964.20) that the Chair signed differed from the approved maximum obligation ($143,964.20) stated in the agenda item. While the maximum obligation in the fully executed First Amendment to Agreement 8113 is correct, the data approved in the corresponding Legistar item is incorrect. To correct this data error, HHSA is requesting the Board approve the updated maximum obligation as stated in this agenda item, and to ratify the Chair’s signature on the First Amendment to Agreement 8113 dated September 22, 2026.
ALTERNATIVES
Should the Board decline to approve this agenda item, the existing fully executed First Amendment to Agreement 8113 will not match the Board’s approved signatory maximum obligation stated in the approved agenda item under Legistar file 26-1325. Staff will consider next steps to address the discrepancy.
