1) Add five (5.0) Full Time Equivalent (FTE) Highway Maintenance Workers I/II/III; and
2) Add one (1.0) FTE Office Assistant in the Department of Transportation Maintenance and Operations division.

DISCUSSION / BACKGROUND
The Department of Transportation (Transportation) received approval from the Board of Supervisors on April 11, 2023, for five (5.0) Full Time Equivalent (FTE) Highway Maintenance Workers I/II/III and one (1.0) FTE Office Assistant effective July 1, 2023, with the start of the new Fiscal Year (Legistar item 23-0348, Item 13). However, policy requires position allocations to be in the Authorized Personnel Allocation when a conditional offer is made, and the law requires that a conditional offer be made before background checks or medical screenings are completed on a candidate. So, even though the positions were approved to start July 1, 2023, Transportation would be unable to complete the hiring process and have the employee start on July 3, 2023, as planned, unless the allocations were added in the current fiscal year. Transportation recommends approval of the amended Authorized Personnel Allocation Resolution so that Transportation can complete the recruitment process prior to July 1, 2023; therefore, adding the five (5) Highway Maintenance Workers I/II/III and one (1) Office Assistant to assist with the summer construction season, as approved by the Board on April 11, 2023.
ALTERNATIVES
The Board could choose not to adopt and authorize the Chair to sign the attached Personnel Allocation; however, Transportation could not hire staff in time to meet its road rehabilitation goals for the 2023 summer construction season.

FINANCIAL IMPACT
There is no Net County Cost associated with the addition of these positions for Fiscal Year 2022-23, as the positions will not begin until after July 1, 2023. Funding for the positions will be included in the 2023-24 Recommended Budget.

1) Obtain signature of Chair on Resolution.
2) Provide one (1) certified Resolution to Transportation-Headington, Attn: Ashley Johnson, and one (1) certified Resolution to Human Resources, Attn: Allison Chapman.
