DISCUSSION / BACKGROUND

The US 50/ Latrobe Road/ El Dorado Hills Boulevard Interchange Improvements - Phase 2B Project (Project) will construct the remaining ultimate improvements to the eastbound on- and off-ramps at the El Dorado Hills Boulevard/ Latrobe Road interchange. Improvements include the reconstruction of the eastbound diagonal on-ramp, eastbound on-ramp auxiliary lane, and the eastbound loop off-ramp.

 

On May 17, 2022, Item 16, Legistar 22-0046, the Board approved Cooperative Agreement 03-0771 (Agreement), which set forth the obligations and responsibilities for the Project components as part of the California Department of Transportation (Caltrans) agreement process. Cooperative Agreement 03-0771 defines the roles, responsibilities, and funding contributions of the Department of Transportation (Transportation) and Caltrans related to the Project Approval and Environmental Document (PA&ED), Plans, Specifications, and Estimate (PS&E), Right of Way (ROW), and Construction (CON) phases. Caltrans signed and approved the Project Study Report/Project Report (PSR/PR) on June 9, 2000. The County adopted the Environmental Impact Report (EIR) on May 11, 2000, pursuant to California Environmental Quality Act (CEQA), and re-adopted the EIR on July 22, 2003. The Federal Highway Administration and Caltrans issued a Finding of No Significant Impact determination on August 23, 2000, pursuant to the National Environmental Policy Act (NEPA). The County is developing an addendum to the EIR and will update the environmental technical studies and CEQA document to meet current CEQA requirements, complete NEPA, update Traffic Reports, ROW Data Sheets, and cost estimates during the PS&E phase.

 

Amendment No. 1 (Amendment) to Cooperative Agreement 03-0771 outlines the financial contribution of Statewide Transportation Improvement Program (STIP) COVID Relief Funds for $874,000 towards PS&E costs. Other articles were amended in order to apply these financial changes. Funding Summary No. 01 has been added to the Amendment to show the total financial contributions for each phase of the Project (Attachment B).

 

Resolution 071-2022 was approved by the Board along with the Agreement on May 17, 2022, Item 16, Legistar 22-0046. The Resolution confirmed to Caltrans that the Board Chair is authorized to approve and execute the Agreement. The Resolution will be used for the Amendment as well.

 

ALTERNATIVES

The Board could choose not to approve the Amendment, and subsequently, the County will not be able to accept these funds and move forward with the improvements of the Project.

County Counsel has reviewed and approved the Amendment.

Approve as recommended.

 

FINANCIAL IMPACT

There is no financial impact or change to net County cost associated with this item. The Traffic Impact Fee Program estimates a portion of STIP fund revenue that has been accounted for with these grant funds for this Project. Funding for the Project is included in Transportation’s 2022 CIP, which was approved by the Board on June 14, 2022, Item 48, Legistar 22-0521.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair's signature on two (2) originals of the Amendment.

2) The Clerk of the Board will forward the originals of the Amendment to Transportation, Fairlane Engineering, attention Shanann Findley, for further processing.

 

TRANSPORTATION FOLLOW UP ACTIONS

1) Transportation will send all original copies of the partially executed Amendment to Caltrans for signature.

2) Upon receipt from Caltrans, Transportation will return one (1) fully executed original Amendment to the Clerk of the Board for its files.
