Title

Department of Transportation recommending the Board:

1) In accordance with Chapter 3.13, Section 3.13.030 of County Ordinance Code, find that it is appropriate to contract for maintenance and repair of county fleet vehicles because (B) “Specialty skills and qualifications not expressly identified in classifications are involved in the performance of the work," and (C) "the ongoing aggregate of the work is not sufficient to warrant the addition of permanent staff;"

2) Award Request for Proposal 24-928-003 for the provision of On-Call Equipment, Truck, and Automotive Body Work and Painting Services to the successful proposers:

a) Frank's Body Shop, Inc., of Placerville, California; and

b) G & O Body Shop, Inc., of Placerville, California;

3) Approve and authorize the Chair to sign Agreement 8239 with Frank's Body Shop  Inc. in the not-to-exceed amount of $500,000, for a term beginning January 9, 2024, and expiring three years thereafter; and

4) Approve and authorize the Chair to sign Agreement 8240 with G & O Body Shop, Inc. in the not-to-exceed amount of $500,000, for a term beginning January 9, 2024, and expiring three years thereafter.

DISCUSSION / BACKGROUND

In July 2023, at the request of Transportation, the Procurement and Contracts Division of the Chief Administrative Office issued a Request For Proposal for on-call equipment, truck, and automotive bodywork and painting services.  The services to be provided shall include, but not be limited to, furnishing personnel, equipment, materials, parts, supplies, subcontractors, and services necessary to provide on-call equipment, truck, and automotive bodywork and painting services.  Services shall also include, but not be limited to, structural damage alignment including frame straightening, repairing and replacing sheet metal panels, welding, plastic repair, replacing parts, repairing or replacing glass, performing associated maintenance and repair service, refinishing vehicles and equipment to an original color match including paint mixing, tinting and blending, and disposal of hazardous materials.

 

Transportation evaluated the proposals and recommends that Agreements be awarded to the two successful proposers, Frank's Body Shop, Inc., and G & O Body Shop, Inc., each in the amount of $500,000 for a term of three (3) years.

 

Transportation recommends the Board make findings in accordance with County Ordinance Section 3.13.030 that contracting out for this Agreement is more economical and feasible due to the specialty skills and qualifications needed and the fact that the ongoing aggregate of the work to be performed is not sufficient to warrant the addition of permanent staff.

 

ALTERNATIVES

The Board could choose not to approve the Agreements.  Fleet would no longer be able to repair damaged vehicles.

FINANCIAL IMPACT

There is no change in Net County Cost associated with this item.  There are sufficient funds in the Fleet Operations Internal Service Fund budget to support the two (2) on-call agreements.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair's signature on two (2) originals of each Agreement.

2) The Clerk of the Board will forward one (1) original of each Agreement to the Contracts and Procurement Unit for further processing.
