Fiscal Impact/Change to Net County Cost:
There is no cost to the County General Fund.  Funding for this Project has been secured from the California Tahoe Conservancy, the United States Forest Service, and the Tahoe Regional Planning Agency Water Quality Mitigation Funds.
 
Reason for Recommendation:
The Christmas Valley Phase 1 Erosion Control Project (Project) area is located in eastern El Dorado County, in the Lake Tahoe Basin, east of the Upper Truckee River, west of State Route 89. The Project area generally is bounded by the Upper Truckee River to the west, Portal Drive to the north, State Route 89 to the east, and Grass Lake Creek to the south. The Project area includes subdivisions Grass Lake Creek Nos. 1 & 2, a portion of River Park Estates Unit 2, and a Portion of Section 17 T.11.N R.18.E. MDM.
 
The Project consists of construction of erosion control improvements including curb and gutter with tie-in pavement, sediment traps, drainage inlets, culverts, headwalls, grass-lined channels, and rock-lined channels.
 
1)  Construction Must be Performed by an Independent Contractor:
The Engineer's construction cost estimate is $1,148,870.00.  Because Project construction costs exceed $35,000, the California Public Contract Code requires the use of a competitive bid contract.
 
2)  Approve the Plans & Contract Documents; Authorize the Board Chairman to Sign the Plans:
In order to complete the construction of the Project during this construction season, the Department requests the Board of Supervisors (Board) approve the Plans and Contract Documents and authorize the Chairman to sign the plans.  The Plans, Contract Documents, and Plan Cover Sheet for the Chairman's signature are filed with the Board Clerk.  Because of the large volume of the Plans and Contract Documents, the Department elected not to include these documents in the agenda packet.
 
3)  Authorize Advertisement for Construction Bids:
The Project is a Lake Tahoe Environmental Improvement Program (EIP) project and is consistent with the Department's objectives related to improving and restoring the Lake Tahoe environment.  Therefore, the Department is seeking your Board's permission to advertise for Project construction bids with the bids to be opened at the Tahoe Engineering Division office at 924 B Emerald Bay Road in South Lake Tahoe on Friday, June 8, 2007.
 
The Department will proceed with the bid process and return to your Board for consideration to award the construction contract, pursuant to the Department's recommendation.  The Department anticipates scheduling the construction contract award for the June 19, 2007 Board meeting.
 
Action to be taken following Board approval:
1.  Board Clerk will obtain Chairman's signature on the plans and return them to the Department.
2.  Upon approval, the Department will advertise for construction bids and open bids on June 8, 2007 at the Tahoe Engineering Division office at 924 B Emerald Bay Road in South Lake Tahoe.
3.  The Department will forward a recommendation of award for your Board's consideration under a separate agenda item, anticipated for the June 19, 2007 Board meeting.
