Fiscal Impact/Change to Net County Cost:  The total funding for this revenue generating agreement is $137,239.  Funding from this grant was anticipated and included in the Department's FY 2009/10 budget. There is no Net County Cost associated with this Agreement.
 
Background:  El Dorado County Health Services Department, Mental Health Division (MHD), has utilized Community Mental Health Services Block Grant (MHBG) funding since 1997 to address the needs of County minors diagnosed with a serious emotional disturbance and residing in the Juvenile Hall or Juvenile Treatment Center.  Many of these individuals have a concurrent identified substance abuse diagnosis.
 
Reason for Recommendation: This agreement will allow for continued support of programs to address the needs of minors with a serious emotional disturbance in the Juvenile Hall in Placerville and the Juvenile Treatment Center in South Lake Tahoe.  Services proposed include initial assessments, individual and group therapy, family sessions, and discharge planning.
 
This agreement covers the period of July 1, 2009 through June 30, 2010.
 
The Community Mental Health Services Block Grant (MHBG) documents were not received from the State until early December, 2009. The State initially requested submission of grant application documents by January 22, 2010, but subsequently extended this due date to February 18, 2010 to allow time for Board review and authorization of the application. Upon receipt of the MHBG renewal application instructions, the Department immediately worked to complete the grant application documents and obtain required approval of associated documents from County Counsel and Risk Management. The State has indicated the funds will be distributed once the MHBG application is submitted by the County and approved by DMH. It is recommended that the Board authorize the Health Services Department Director to sign the final allocation documents for the MHBG award.
 
Action to be taken following Board approval:
 
1.      The Health Services Director will sign and submit to the State the finalized MHBG application.
2.   The Health Services Director will sign the final allocation/agreement documents related to this grant for Fiscal Year 09/10 when received.
