DISCUSSION / BACKGROUND

On December 3, 2024, the Board adopted Resolution 211-2024 authorizing Health and Human Services Agency (HHSA) to apply for the Bond Behavioral Health Continuum Infrastructure Program (Bond BHCIP) Round 1 grant in response to the Request for Applications dated July 15, 2024 (Legistar file 24-1987). Subsequently, on December 13, 2024, HHSA submitted its application to the California Department of Health Care Services (DHCS) for the Bond BHCIP Round 1 funding. On May 6, 2025, HHSA was notified by Advocates for Human Potential, Inc (AHP), the entity administering the grant on behalf of DHCS, that its application to the Bond BHCIP Round 1 grant was awarded in the amount of $24,000,000 to pursue an infrastructure expansion project.

 

On May 20, 2025, the Board adopted Resolution 067-2025, which amended Resolution 211-2024, and added authorization for the HHSA Director, Olivia Byron-Cooper, or her duly appointed successor or designee (as the named Applicant) to accept and execute a Program Funding Agreement for the total award amount of $24,000,000 (Legistar file 25-0939).

 

On January 13, 2026, the Board authorized the HHSA Director to reassign all of the Bond BHCIP Round 1 funding to the Chief Administrative Office (CAO) Central Services Division for project administration and grant management due to the project being categorized as a capital improvement. The authorization included designation for the Assistant Chief Administrative Officer to sign related documents, requests for reimbursements, and all other associated documents pertaining to the grant (Legistar file 25-1861). 

 

CAO Fiscal is now recommending the Board Chair execute Resolution xxx-2026, formalizing the designation of Laura Schwartz, the Assistant Chief Administrative Officer, or her duly appointed designee or successor, as the Authorized Representative, also known as the “Lead Authorized Representative (LAR)”, for the Bond BCHIP Program Round 1. The LAR is authorized to execute all program documents required or deemed necessary or appropriate to secure the program grant funds from AHP and to participate in the program, and all amendments, contingent upon approval by County Counsel and Risk Management, as applicable.

 

ALTERNATIVES

Should the Board opt not to execute Resolution xxx-2026, the Assistant Chief Administrative Officer will not be able to execute necessary program documents resulting in delays in meeting project milestones.

Legistar file 24-1987 - December 3, 2024 - Board adopted Resolution 211-2024, authorizing HHSA to apply for the Bond BHCIP Program Round 1 grant. 

Legistar file 25-0939 - May 20, 2025 - Board adopted Resolution 067-2025, amending Resolution 211-2024, adding authorization for the HHSA Director to accept and execute BHCIP Program Funding Agreement in the amount of $24,000,000.

Legistar file 25-1861 - January 13, 2026 - Board authorized the HHSA Director to reassign all of the Bond BHCIP Round 1 funding to the CAO Central Services Division for projection administration and grant management.

FINANCIAL IMPACT

There is no General Fund Cost associated with this agenda item. All matching funds associated with this project will be obtained through grants and in-kind equity.
