Human Resources Department recommending the Board approve and authorize the Chair to sign Resolution 023-2018 to:

DEPARTMENT RECOMMENDATION

Human Resources Department recommending the Board approve and authorize the Chair to sign Resolution 023-2018 to 1) amend the Salary Schedule effective the first pay period following approval for the classifications Administrative Analyst I, Administrative Analyst II, and Sr. Administrative Analyst, and 2) change the bargaining unit of the three classifications from MA (El Dorado County Managers’ Association) to Local 1-PL (El Dorado County Employees’ Association).

 

DISCUSSION / BACKGROUND

On September 26, 2017, the Board approved the proposed implementation strategy for the classification study conducted by Koff & Associates (Legistar #16-0098). The implementation strategy included the Human Resources Department presenting for Board adoption the revised job descriptions and recommended allocation changes.  This is to be done in three phases (by departments). Phase I is near completion and the Board will be presented with the first recommendations at the March 13, 2017 Board meeting.

 

One of the recommendations of the Koff & Associates classification study is to re-title the Department Analyst series to Administrative Analyst; a title that is more fitting to the duties and responsibilities performed as well as industry norms. The County currently has an Administrative Analyst series (Administrative Analyst I, Administrative Analyst II, and Sr. Administrative Analyst) on the Salary Schedule; however, these classifications have not been allocated to any County department since 2008, so there is no negative impact to employees.

 

In anticipation of the first round of recommendations, Human Resources is seeking Board approval to align the Administrative Analyst series salaries with the Department Analyst series salaries and also align the bargaining units. On March 13th, Human Resources will ask the Board to adopt the newly revised Administrative Analyst job descriptions and the first round of phase I allocation recommendations, which may be reclassifications or re-titles to the Administrative Analyst classification series.

 

Once the classification study has been fully implemented, Human Resources will request that the Board abolish the Department Analyst series altogether. (This cannot be done now since filled positions in phases II and III will remain in the Department Analyst series until we finish the employee review process and they can be brought to the Board for implementation.)

 

Lastly, with regard to the bargaining unit change, the Director of Human Resources met with representatives from both unions on February 14, 2018. Both union representatives agreed to this change.

 

ALTERNATIVES

The Board could choose not to align the Administrative Analyst series salaries to the Department Analyst series salaries which would impact the implementation of the classification study.  Additionally, the Board could choose not to change the bargaining units from MA to PL which would create a financial impact (in the way of benefits) to the County.
