Fiscal Impact/Change to Net County Cost:
 
The cost associated with the construction phase of this project is estimated at $1,664,300, which includes an estimated bid of $1,464,300: a base cost of $ 1,260,000, supplemental items at $14,300, and contingency of $190,000.  Construction management and materials testing, which will not be a part of the subject bid, add an additional $200,000 to the project cost.
 
Funding for this project is through the 2004 General Plan Traffic Impact Mitigation (TIM) Fee Program.  There is no net cost to the County General Fund associated with this agenda item.
 
Reason for Recommendation:
 
The Project objective is an operational and safety improvement project to relieve current peak-hour traffic congestion in the project area and improve operational safety of the identified intersections.  The proposed interim improvement was planned and designed so that future planned roadway improvements may build upon these interim improvements to minimize future improvement expenses.
 
This Project will widen northbound Cameron Park Drive to 400 feet north of Palmer Drive to provide 2 northbound receiving lanes with transition; widen southbound Cameron Park Drive north of Palmer Drive to provide two full through lanes with transition; widen existing right turn lane at the northbound approach at Palmer Drive by restriping as shared through/right lane; at southbound approach at County Club Drive, widen Cameron Park Drive to add a through/right lane; widen southbound Cameron Park Drive between Country Club Drive and US 50 westbound on-ramp to provide right turn only lane onto on-ramp in addition to the two through lanes.  This project is included in the Department's Five-Year Capital Improvement Program which was presented to the Board of Supervisors in February 2007.
 
All Right of Way (R/W) necessary for the project has been secured, one signed Temporary Construction Easement (TCE) is scheduled for Board approval on October 2, 2007, the project's bid opening is scheduled for October 18, 2007. The Department may extend the bid period, or delay award (within the 60 days allowed under the Public Contracts Code) in order to ensure that Agreements have been properly executed for all properties prior to the start of work.
 
An Initial Study was prepared (dated September 2005) for Cameron Park and Country Club Drive improvements project.  The project was determined to be a negative declaration and was signed and approved by the Board on November 1, 2005.  A Cameron Park Operational Safety Improvements Project Initial Study/ Mitigated Negative Declaration (MND); dated July, 2006 was prepared for this project.  This document was approved by the Board on September 26, 2006.
 
A copy of the Plans and Contract Documents has been provided to the Board Clerk for review by the Board Members and for permanent record.  A copy is also available for viewing in the Public Viewing Packet that is on file with the Board Clerk.
 
Action to be taken following Board approval:
1.      Board Chairman will sign the construction plans for the Cameron Park Drive / Palmer Drive / Country Club Drive Improvement Project;
2.      DOT will advertise for construction bids;
     3.      Upon securing all Right of Way, DOT will open bids and return to the Board for       consideration to award the construction contract.
