Chief Administrative Office, Facilities Division, recommending the Board:
1) Approve and authorize the Chair to execute Agreement for Services 3777 with Tri-Signal Integration, Inc., for periodic, scheduled fire extinguisher inspections as well as services on an "as needed" basis, in an amount not to exceed $200,000 for a three-year term (April 2, 2019 through March 31, 2022); and
2) Make findings that it is more economical and feasible to contract out the requested services in accordance with Chapter 3.13, Section 3.13.030, of the County Purchasing Ordinance.

DISCUSSION / BACKGROUND
The inspection and certification of various fire suppression systems, including sprinkler systems, kitchen hood systems, and fire extinguisher systems is legally required by code. The County has held a contract with Tri-Signal Integration, Inc. over the past few years for monthly, quarterly, and annual fire suppression and fire extinguisher services for County facilities, both on the East Slope and West Slope.
Under the proposed contract, the vendor will perform periodic, scheduled inspections as well as services on an "as needed" basis. As a result, the specific costs for each fiscal year are not known, but are estimated at $65,000 annually for all services countywide.
The Division is requesting approval to enter into another three-year contract (April 2, 2019 through March 31, 2022) with Tri-Signal Integration, Inc. with a not-to-exceed amount of $200,000 for continued services.
In accordance with chapter 3.13, Section 3.13.030, the Board is also being asked to make findings that it is more economical and feasible to contract out for the necessary services as the work is not expressly identified in County job classifications and requires specialized certifications. Additionally, the contractor will provide the equipment, tools, and materials related to providing the work that may not be feasibly provided by the County.
ALTERNATIVES
The Board could decline this agreement and the Division shall seek out a different contractor to perform the services.

FINANCIAL IMPACT
There is no change to Net County Cost. This has been budgeted for in the Division’s current Fiscal Year operating budget and will be budgeted for in future years.
