Fiscal Impact/Change to Net County Cost:The total funding for this agreement is $200,000 for the two year period.
 
Background: The Mental Health Department has previously contracted with Maxim Healthcare Services, Inc. to provide licensed health care providers to supplement the availablility of personnel for the Psychiatric Health Facility on an "as needed" basis. The Department desires to continue with the services available from Maxim Healthcare Services and the Procurement and Contracts Division has processed a new agreement for same in an amount not to exceed $200,000.
 
The Purchasing Agent has coordinated the review of the consultant's qualifications to perform the needed services with the Psychiatric Health Program Manager  from Placer County and the Director of Nursing from Sacramento County's Mental Health Department. Both evaluators have confirmed that Maxim Healthcare Services is qualified and able to perform the necessary services.  Both Placer and Sacramento County also contract with this firm for similar services.
 
The Purchasing Agent concurs that Maxim Healthcare Services, Inc. has demonstrated its qualifications and ability to perform the work based on prior experience with this firm; references from Sutter Roseville Medical Center, Department of Veterans Affairs of Mather, California, and the Department of Veterans Affairs of Palo Alto, California; and based on a comprehensive review of Maxim's process for screening new hires.
 
The County Purchasing Agent has reviewed the Department's request to contract with Maxim Healthcare Services, Inc. and concurs that the continued use of this consultant is appropriate and that the Department's request is in compliance with Board of Supervisors Policy C-17, Sections 7.5 and 7.10. The concurrence is provided with the understanding that the Department will submit a request to solicit competitive proposals within six months following Board approval of this contract as it has been determined that there are other medical staffing agencies available to perform the needed services.
 
Reason for Recommendation:Staffing needs at the County's Psychiatric Health Facility vary, depending on the patient population at the facility. Contracting with this vendor assures that staffing requirements are met.
 
Action to be taken following Board approval:Board Clerk's Office will forward the executed agreement to the Mental Health Department for further processing. CAO's Procurement and Contracts will create a blanket purchase order.
