Body

DISCUSSION / BACKGROUND

The Georgetown Divide Public Utility District Annexation of Irrigation Parcels, LAFCO Project No. 2025-03, will annex 27 parcels (APNs 062-061-003, 062-061-004, 062-061-035, 062-071-068, 062-140-047, 062-140-048, 062-140-049, 062-150-036, 062-150-039, 062-150-043, 062-160-001, 062-160-006, 062-160-013, 062-160-034, 062-160-035, 062-160-036, 062-310-033, 062-310-049, 062-310-050, 062-320-004, 062-320-029, 062-381-041, 062-381-048, 062-381-050, 062-381-051, 062-430-031, and 062-430-032) of approximately 241.68 acres into the Georgetown Divide Public Utility District raw water service area. The annexation triggers the requirement under the law to redistribute property tax increments applicable to the properties being annexed.

In accordance with Revenue and Taxation Code Sections 99 and 99.01, negotiations have been completed regarding the redistribution of the property tax increments applicable to these parcels. The recommended distribution reflects the following adjustments:

-A decrease in the increment provided to the County General Fund from 29.0496% to 24.8184%

-A decrease in the increment provided to the County Capital Outlay Fund from 0.6694% to 0.5719%

-A decrease in the increment provided to the Road District Tax from 3.2392% to 2.7674%

-A decrease in increment provided to CSA 7 from 2.1744% to 1.8577%

-A decrease in increment provided to Georgetown Fire Protection District from 13.1121% to 11.2022%

-A decrease in increment provided to Georgetown Divide Recreation District from 3.2286% to 2.7583%

-A decrease in increment provided to the County Water Agency from 1.0569% to 0.9030%

-An increase in increment provided to Georgetown Divide Public Utility District by 7.6513%.

There is no impact to the school agencies. Other details of the proposed exchange of tax increment are included in Exhibit 2025-03-A to the Resolution.

Pursuant to the application filed with LAFCO, the purpose of the annexation is to obtain raw water service for irrigation purposes.
