1) Receive a presentation and update relative to the implementation of the Public Safety goal of the County Strategic Plan; and
2) Approve the proposed definition, objectives, tasks and timelines, and direct all Department Heads to support the implementation of these objectives and tasks. (Est. Time: 1 hour)
DISCUSSION / BACKGROUND
On March 21, 2016, the Board of Supervisors adopted the Strategic Plan Goal, Macro Measures, and Objectives for the Public Safety element of the County’s Strategic Plan.
Public Safety’s Strategic Plan Goal is to protect the community, prevent crime, enforce the law, administer justice, provide rehabilitative services, and promptly respond to emergencies and calls for service.
The Strategic Plan Goal consists of five Macro Measures that will provide direction on carrying out the Strategic Plan Goal. The Macro Measures are as follows:
1. Reduce Uniform Crime Rate Statistics
2. Establish baseline number of identified veteran and mental health defendants referred to appropriate court services. Increase for future years.
3. Establish baseline and increase percentage use of non-General Fund funding in future years.
4. Establish baseline recidivism rates. Reduce rates for future years.
5. Establish baseline response time data for calls for service in community regions and other unincorporated County areas. Reduce or maintain response times in future years.

In line with the Public Safety Strategic Plan Goal and the Macro Measures, five main objectives for the Public Safety Strategic Plan were established to assist with the multiple tasks and strategies that will have to be carried out to fully implement the goal.
The Public Safety Objectives are as follows:
1. Provide an integrated and balanced network of services resulting in a sense of security for residents, employees and visitors (e.g. preventive, protective, investigative, corrective, punitive, supervisory, etc.).
2. Ensure fair and accessible adult and juvenile justice systems.
3. Coordinate efforts amongst public safety service providers and the community to leverage resources, reduce service delivery constraints, and enhance public safety.
4. Reduce recidivism rates and future victimization through the use of effective justice system practices during the offender rehabilitation process, thereby reducing public safety impacts.
5. Proactively prepare for emergencies to enable swift response while alerting residents and other applicable organizations when appropriate.
Parts of the Public Safety Strategic plan have begun to be implemented. Many tasks and strategies have yet to be carried out. The April 18, 2017 presentation will further outline how the Sheriff’s Office will implement the Public Safety Strategic Plan.

Throughout the implementation of the Public Safety Strategic Plan the Sheriff’s Office will be partnering with other El Dorado County Public Safety entities, Health and Human Services and other Community Partners.
