 DISCUSSION / BACKGROUND

The Department of Transportation (Transportation) proposes to construct the South Tahoe Greenway - Upper Truckee River Bridge at Johnson Meadow Project, which expands upon the Dennis T. Machida Memorial Greenway shared-use path network along the south shore of Lake Tahoe. The project is eligible for funding through the State of California’s Proposition 4 Grant Program administered by the California Tahoe Conservancy (Conservancy). Transportation proposes to use Conservancy grant funds to support the implementation of the Project. 

 

Transportation is requesting grant funding to complete the construction phase of the project, anticipated to begin during the 2027 Tahoe construction season. As part of the of the grant application requirements, the Board must adopt a Resolution demonstrating the County’s commitment to the project, including its obligation to implement and manage the project in a manner consistent with the grant program/funding objectives and provide for the operations and maintenance of the project improvements for a minimum of the useful life of the project. 

 

Upon approval by the Board, Transportation will incorporate the adopted Resolution into the final Conservancy grant application.  If the project is recommended for award by the Conservancy Governing Board, Transportation will coordinate with County Counsel and return to the Board at later date to request approval of the grant agreement required for execution. There is no financial obligation associated with this Resolution.

 

ALTERNATIVES

Should the Board choose not to adopt the Resolution, Transportation will not be eligible to receive grant funds and would have to seek other funding opportunities to complete the proposed Project.

 

OTHER DEPARTMENT / AGENCY INVOLVEMENT

County Counsel has reviewed and approved the Resolution.

 

CAO RECOMMENDATION

Approve as recommended.

 

FINANCIAL IMPACT

There is no change to Net County Cost associated with this item. If awarded, the Conservancy Grant Program funding amount of $2,500,000 will be programmed within the 2026 Capital Improvement Program and Fiscal Year 2026/27 Budget.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair’s signature on the Resolution.

2) The Clerk of the Board will forward a signed copy of the Resolution to Transportation, Tahoe Engineering, attention of Donaldo Palaroan.
