DISCUSSION / BACKGROUND:
In accordance with California Welfare and Institutions Code Section 5604, all counties are required to establish a mental health advisory board or commission to serve in an advisory role to its governing body on local behavioral health needs. On May 11, 1993, the Board established the Mental Health Commission in El Dorado County via Resolution 113-93 and adopted its initial Bylaws. On May 24, 2018, the Board approved a name change from the Mental Health Commission to the Behavioral Health Commission via Resolution 058-2018 (Legistar file 18-0567). Since 1993, the Board has adopted multiple updates to the Commission’s Bylaws, with the most recent Bylaws adopted by the Board on February 11, 2025, via Resolution 019-2025 (Legistar file 24-2135).
The Commission serves in an advisory capacity to the Board and HHSA’s Behavioral Health Director, providing guidance on the behavioral health needs of the community. Through its advisory role, the Commission supports efforts to improve the quality of life for all County residents with mental health needs.
As part of its responsibilities, and in alignment with County expectations for all boards and commissions, as well as Article IV of the Commission's Bylaws, the Commission is required to submit an annual report to the Board of Supervisors. This presentation serves as the annual report and outlines the behavioral health needs of the community and evaluates the effectiveness of the County's behavioral health system.
