DISCUSSION / BACKGROUND
On October 22, 2024 (Legistar file 24-1555), the Board approved the final reading of the El Dorado County Ordinance Code, amending Chapter 5.56 - Vacation Home Rentals, to add the recommendations of the Vacation Home Rental Advisory Committee and Board of Supervisors. This included changes to Section 5.56.105 - Exterior sign requirements that states, “each hosted and vacation home rental shall have signage posted on the property that is clearly visible and legible from the property line. Exterior signage shall consist of El Dorado County-issued sign listing the permit number, occupancy and VHR hotline number.”
Subsequent to Board approval of these revisions to the Ordinance, Planning and Building Department (Department) staff began the process of vendor selection for designing and manufacturing of the signs. The process consisted of an Informal Solicitation, a competitive process in which the request for goods is solicited from a minimum of three (3) vendors and the quote is received by a stated deadline in writing or by email to determine the lowest responsive and responsible vendor, with responses received from Dollar Signs and Graphics, Spot-On Signs & Graphics, and Western Sign. Ultimately, Dollar Signs and Graphics was selected through a Sole Source/Single Source Exemption, as they were the only vendor with the capabilities to deliver the product by the requested date. Based on the awarded vendor’s quote and the issued Purchase Order, the average per unit cost is $20.83. VHR applicants will be required to pay this fee of $20.83 for new or replacement signage. Therefore, the collection of those fees over time will offset the expense.
This budget transfer increases appropriations for professional services for the purchase of the signs and increases offsetting revenues.
ALTERNATIVES
The Board may elect not to approve the budget transfers as proposed, if so, the County would have to cover the costs for the Vacation Home Rental and Hosted Home Rental Permit signs within the existing budget likely resulting in a reduction of services elsewhere in the VHR program.

FINANCIAL IMPACT
If approved as recommended, there is no change to Net County Cost as a result of this item. The increase in appropriations would be offset by an increase to applicant revenue funding.
