Fiscal Impact/Change to Net County Cost: The allowable timeframe for expenditure of the $151,749 is November 1, 2006 through November 30, 2007.  For fiscal year 2006-2007, a general fund match of $11,241 is required.  The remaining $5,620 General Fund match will be budgeted in FY 07/08.  The total contract amount with Progress House, Inc. is $60,000.
 
Background: On September 6, 2006 the El Dorado County Board of Supervisors agreed, in principle, via agenda item 06-1489, to support the 10% general fund match required by OTP.  The original State allocation figure from agenda item 06-1489 was $171,394.  Upon final release, the State reduced this total to $151,749, requiring a match of $16,861.  This general fund match is $2,783 less than the original request of $19,044.
 
El Dorado County's Substance Abuse and Crime Prevention Act (SACPA) program began serving clients in July of 2001. As defined by State ADP, the intent of SACPA is:
 
1.   Under SACPA, first or second time non-violent adult drug offenders who use, possess, or transport illegal drugs for personal use will receive drug treatment rather than incarceration. Implementation of SACPA has required a new model of collaboration between the criminal justice system and public health agencies to promote treatment as a more appropriate and effective alternative for illegal drug use. SACPA was designed to: Preserve jail and prison cells for serious and violent offenders;
2.   Enhance public safety by reducing drug-related crime; and
3.   Improve public health by reducing drug abuse through proven and effective treatment strategies.
 
Reason for Recommendation: El Dorado County has been awarded $151,749 from the California Alcohol and Drug Program in support of the OTP in El Dorado County.  OTP funds will be used by El Dorado Countys Prop 36 Program to do the following:
 
·   Increase the treatment allocation for residential services for offenders assessed to need them
·   Increase the proportion of sentenced offenders who enter and complete treatment by offering structured relapse prevention services
·   Support our recently implemented drug court model, including dedicated court calendars with regularly scheduled reviews of treatment progress, and strong collaboration by the courts, probation, and treatment
 
The Agreement with Progress House, Inc. is retroactive to January 1, 2007 so that services could begin at the start of the 2007 calendar year, concurrent to the receipt of the award notice from the State.
 
Action to be taken following Board approval:
 
1)  Chair to sign three (3) copies of attached Agreement with Progress House, Inc.;
2)  Board Clerk's Office to return two (2) signed copies to Public Health;
3)  Public Health to distribute Agreement as appropriate;
4)  Chairman to sign attached Budget Transfer; and
5)  Board Clerk's Office to forward executed Budget Transfer to Auditor's Office for posting.
