Title

Department of Transportation recommending the Board authorize changes outlined in Items 1 through 6 listed below to the proposed 2025 Capital Improvement Program (CIP), with a return to the Board in June 2025 for adoption of the 2025 CIP:

West Slope Road and Bridge Program:

1) Approve additions and changes to the West Slope Road/Bridge CIP projects for inclusion in the 2025 CIP as described in Attachment A;

2) Remove Latrobe Road - Investment Blvd. to Golden Foothill Parkway/Clubview Drive, CIP 36105055, from the unfunded list and add to the 2025 CIP;

3) Remove Missouri Flat Rd - China Garden to SR 49, CIP 36105027, from the 2025 CIP and add it to the unfunded list; and

4) Approve the schedule change to White Rock Road Widening (2 to 4 lanes) - Post Street to South of Silva Valley Parkway, CIP 36105042, to allow planning, environmental, and design work to begin in Fiscal Year 2024-25 instead of waiting until Fiscal Year 2025-26 as shown in the 2024 CIP.

Tahoe Environmental Improvement Program (EIP):

5) Approve changes to the Five-Year Tahoe EIP as described in Attachment A.; and

Capital Overlay and Rehabilitation Program (CORP):

6) Remove the CORP list from the 2025 CIP since these projects will be implemented with Senate Bill (SB) 1 funding.

 

FUNDING:  Federal, State, and Local Sources. Local funding sources may include any combination of the following: Traffic Impact Fee Program, Missouri Flat Area Master Circulation and Financing Plan, Road Fund, Tribe Fund, Accumulative Capital Outlay, Developer Advanced Funds, Sacramento Municipal Utility District Funds, and/or General Fund.

DISCUSSION / BACKGROUND

The Capital Improvement Program (CIP) is the long-range plan for all Department of Transportation (Transportation) with individual capital improvement projects, including cost estimates, schedules, and funding sources. It provides strategic direction for capital projects over a current year, 5-, 10-, and 20-Year horizon. The CIP is used as a planning tool and is updated annually as new information becomes available regarding Board priorities, funding sources, project cost estimates, and timing.

 

In order to ensure that growth consistent with the General Plan does not exceed available roadway capacity, the County is required to implement General Plan Policy TC-Xb and Implementation Measure TC-A. General Plan Policy TC-Xb and Implementation Measure TC-A requires the County to prepare and adopt an annual CIP for the West Slope Road/Bridge Program specifying expenditures for roadway improvements within the next ten (10) years.

 

General Plan Policy TC-Xb and Implementation Measure TC-A also require a Major CIP and Traffic Impact Fee (TIF) Program update every five (5) years, in line with the major review of the General Plan, specifying expenditures for roadway improvements within the next 20 years. The Board approved the Major Update to the CIP and TIF Program on December 3, 2024, Legistar 24-1686. As part of the Major Update, the Board approved a reduction in the annual growth rate from 0.70% per year to 0.62% per year.  This modification resulted in changes to the CIP and the unfunded project list as indicated in Attachment A, Project Change Table. Also, as a result of Board direction at the December 3, 2024 Major Update adoption, staff will return to the Board in May for the annual update to the TIF Program and include a high-level briefing on the potential effects of reverting back to the 8-zone TIF structure or other TIF zone alternative.

 

The proposed 2025 CIP Book will include the following two (2) programs:

                     West Slope Road/Bridge CIP

                     Tahoe Environmental Improvement Program (EIP)

 

The Capital Overlay and Rehabilitation Program (CORP) program has historically been included in the CIP; however, the projects on the 2024 CORP list will be completed using SB 1 funds which is utilized for all resurfacing and overlay projects as funds are available, and are reported annually to the Board of Supervisors and California Transportation Commission.

 

Staff will return to the Board for adoption of the 2025 CIP book in June 2025.

 

Taking into consideration the two programs, Transportation’s goals for the 2025 CIP Book are to:

1) Include new projects, or changes to existing projects, as directed by the Board.

2) Make any other necessary revisions per Board direction.

 

Projects listed in Attachment A have had changes in construction start date, or cost changes of over 10% of total project cost or $250,000, whichever is greater, since the 2024 CIP was adopted on June 18, 2024, Legistar file 24-0838. Cost or schedule modifications have been made as a result of refinements made during the FY 2025-26 budget process. Transportation recommends the Board direct staff to include the changes specified in Attachment A in the 2025 CIP Book. There are also three (3) projects that are highlighted on the list that completed construction under budget this FY 2024-25.

 

Additional Project Changes for the 2025 West Slope Road/Bridge CIP

 

1) The Latrobe Road - Investment Blvd. to Golden Foothill Parkway/Clubview Drive Project will widen Latrobe Road from Investment Blvd. to Golden Foothill Parkway. Transportation has removed this project from the unfunded list and added it to the funded CIP following the adoption of the 2024 TIF Program Major Update. It is funded with TIF - Zone C funds.

 

2) The Missouri Flat Rd - China Garden to SR 49 is being removed from the funded CIP and placed on the unfunded list following the adoption of the 2024 TIF Program Major Update. This project is to widen Missouri Flat Road to four lanes from China Garden to Pleasant Valley Road/ State Route 49 and will be added back to the funded list when it is warranted.

 

3) The 2024 CIP for White Rock Road Widening (2 to 4 lanes) - Post Street to South of Silva Valley Parkway Project shows no work occurring on this project until FY 2025-26. When completed, the Eastridge West Valley subdivision will place increased traffic pressure on White Rock Road. Transportation is requesting the Board to amend the approved 2024 CIP to allow Transportation to start work on this project now instead of waiting until July 1, 2025, as shown in the 2024 CIP.

 

ALTERNATIVES

The Board could choose to prioritize projects that differ from staff’s recommendation.

FINANCIAL IMPACT
