Health and Human Services Agency recommending the Board:
1) Accept and authorize the Chair to sign funding Agreement 3492 with the County of Plumas acting as Host Entity to enable the County of El Dorado to participate in and receive federal revenues for Medi-Cal Administrative Activities, effective upon execution with a term retroactive to July 1, 2018 through June 30, 2019, with a maximum contractual obligation of $10,800; and
2) Authorize the Director of the Health and Human Services Agency, or designee, to execute any further documents related to funding agreement 3492 including required fiscal and programmatic reports, and amendments which do not increase the maximum dollar amount or term of the Agreement, contingent upon approval by County Counsel and Risk Management. DISCUSSION / BACKGROUND:
The California Department of Health Care Services (DHCS) is responsible for administering the California Medi-Cal Assistance Program, of which Medi-Cal Administrative Activities (MAA) is a component. The State enters into cooperative arrangements with Local Government Agencies (LGAs) to ensure the appropriate administration of MAA with the objective to assist eligible Medi-Cal recipients in gaining access to needed medical, social, educational, and other services. This funding Agreement provides federal reimbursement for qualifying MAA services.
The LGA (County of El Dorado) may claim federal Medicaid matching funds for assisting the State in the proper and efficient administration of the Medi-Cal Program. The Health and Human Services Agency acts as the liaison for receipt of MAA revenues for the County and has been participating in MAA since 1998.
Pursuant to Welfare and Institutions Code §14132.47(m), LGAs participating in MAA are required to pay an annual participation fee through a mechanism agreed to by the State and the LGA Consortium. The current agreed-to mechanism assigns administrative and fiscal intermediary duties between the State and all participating LGAs to a Host Entity county. Beginning July 1, 2014, the County of Plumas became the designated MAA Host Entity. The MAA participation fee is determined annually based on the percentage of revenue received by each program. The FY 2017-18 participation fee for the County of El Dorado is estimated to be $10,800.
Agreement (161-F1811) with Plumas County expired June 30, 2018 and was approved by the Board on August 29, 2017 (File ID 17-0847). HHSA received the current Agreement 3492 with the term retroactive to July 1, 2018, on October 23, 2018 and immediately processed for the next available Board Agenda.
ALTERNATIVES:
Agreement 3492 is required for the County’s continued participation in MAA, and the annual LGA participation fee is a requirement to participate in the MAA program. Should the Board decline to approve this Agreement 3492, $60,000 in potential revenue would be lost for programs participating in MAA.

FINANCIAL IMPACT:
There is no Net County Cost associated with this Agenda item. Sufficient appropriations are included in the Fiscal Year 2018-19 Budget. Public Guardian and Community Services are participants in the MAA program which brings in Federal Medi-Cal Administrative revenues. Not participating in this program will increase the General Fund cost of the Public Guardian Department.
