DISCUSSION / BACKGROUND

The Behavioral Health Continuum Infrastructure Program (BHCIP) is a statewide initiative designed to expand behavioral health infrastructure and improve access to mental health and substance use disorder services. This program supports the development of facilities that provide critical behavioral health services to vulnerable populations, including individuals with serious mental illness and substance use disorders. The County’s participation in BHCIP aligns with its strategic goal of enhancing community health and resilience.

 

On January 13, 2026, the Board of Supervisors approved the Behavioral Health Division’s Support, Outreach, Accessibility, and Resilience (SOAR) Project and the California Department of Health Care Services (DHCS) Bond Behavioral Health Continuum Infrastructure Program (Bond BHCIP) Round 1 (Legistar file 25-1861).

 

To successfully implement the BHCIP project, the Chief Administrative Office Facilities Division requires project management services to oversee planning, design, permitting, bidding, and construction phases. These services include strategic planning assistance, risk management, site analysis, cost reporting, forecasting, project review, bid review, review of Request for Qualifications (RFQs) and Request for Proposals (RFPs), preparation of manuals, coordination and assembly of performance specifications, development of presentations, and generation of reports.

 

On April 28, 2023, Gale W. Rossi (doing business as Rossi Consulting) was formally approved to the County’s qualified list for Project Management Services as the result of competitive RFQ 23-918-050. The consultant has represented that it is specially trained, experienced, and competent to perform the services described.

 

It is further recommended the Board make findings pursuant to Section 3.13.030 (C) of the El Dorado County Ordinance Chapter 3.13, Contracting Out, that due to the limited time frames and temporary nature of the work, the ongoing aggregate of project management work related to the Behavioral Health Continuum Infrastructure Program (BHCIP) Project is not sufficient to warrant addition of permanent staff.

 

ALTERNATIVES

Project Management services are a required element of a project of this magnitude. The Division could solicit a different consultant from its RFQ list but that would result in project delays along with potential increases in project cost. Delays in the project could also jeopardize funding.
