DISCUSSION / BACKGROUND

The Human Resources Department, in collaboration with the Elections Department, has conducted a comprehensive review and update of the class specifications for the Registrar of Voters and Assistant Registrar of Voters classifications. This review was initiated to ensure that the class specifications accurately reflect the current scope of responsibilities, which have evolved due to changes in election law, technology, and the growing complexity of election management.

 

The Registrar of Voters oversees all election activities, including voter registration, election conduction, and compliance with relevant laws such as the Help America Vote Act and the National Voter Registration Act. The revisions provide a clearer definition of the duties, particularly in areas such as election security, integration with the State’s VoteCal system, and coordination with other agencies.

 

Similarly, the Assistant Registrar of Voters specification has been updated to reflect its critical support role in managing election operations. The updates highlight the increased focus on project management, election security protocols, and coordinating technical and administrative tasks necessary to ensure smooth election operations.

 

These revisions aim to align the class specifications with current operational needs and legal requirements, thereby supporting the efficient administration of elections in the County and providing clarity for staff and future recruitment.

The Board may choose not to approve the revisions and direct Human Resources to conduct further analysis or modifications.
