Health and Human Services Agency recommending the Board:
1) Approve and authorize the Chair to sign Agreement for Services 4271 with Sierra Child and Family Services, Inc., for the provision of student outreach and engagement centers and mental health supports, in the amount of $436,000, for the term upon execution through June, 30 2021;
2) Make findings in accordance with County Ordinance 3.13.030 that it is more economical and feasible to contract with Sierra Child and Family Services, Inc., for services provided under this Agreement 4271 because the County does not have the necessary staff or facilities to perform the services; and
3) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 4271, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.
FUNDING: 100% State Funding: Mental Health Services Act Funding.

DISCUSSION / BACKGROUND:
California voters passed Proposition 63 (MHSA), in November 2004 and MHSA was enacted into law January 1, 2005. MHSA imposes a one percent (1%) tax on personal income above $1,000,000. The funds are distributed to the counties throughout the State and are intended to transform the mental health system into one that is focused on wellness, recovery, and resiliency.
Under MHSA, each county is required to develop a Three-Year Program and Expenditure Plan (Plan), followed by two subsequent years of Annual Updates to the original Plan. The purpose of the Annual Update is to review existing projects and to make deletions, modifications, or additions to the original Plan. Therefore, planning, implementing, and updating each Plan and Annual Update is an ongoing, annual process.
On June 20, 2017, the Board adopted and authorized implementation of the MHSA FY 2017-18 through FY 2019-20 Three-Year Program and Expenditure Plan (File 17-0551, Item 33). On June 26, 2018, the Board adopted and authorized implementation of the MHSA FY 2018-19 Annual Update (File 18-0874, Item 47). On June 25, 2019, the Board adopted and authorized implementation of the MHSA FY 2019-20 Annual Update (File 19-0936, Item 44).
In addition to providing direct Specialty Mental Health Services, Community Services and Supports (CSS), which is one component of the Plan, is designed to provide outreach to and to engage services to individuals who may meet medical necessity for Specialty Mental Health Services to support the Behavioral Health system of care. The MHSA FY 2019-20 Annual Update to the CSS component of the Plan includes a pilot project for implementing student outreach and engagement centers and mental health supports at El Dorado Union High School District sites. This Agreement with Sierra Child and Family Services (SCFS) will implement the project, which will include mental health assessments, outreach and engagement, linkage to community services, classroom activities, and collaboration and training with parents and district staff.
SCFS is a community partner that has contracted with the County since 2006. Their mission is to provide excellent mental health, foster, and adoptive services for children and families. Their experience and ongoing collaboration with the County will provide a robust pilot project.
In accordance with Board of Supervisors Procurement Policy C-17, Section 7.11, the contractor selection process for service contracts in excess of $100,000 must include a review of the scope of services and contractor’s professional qualifications by a group of individuals (including at least one representative from outside the department requesting the services) qualified to judge the contractor’s ability to perform the services. The Health and Human Services Agency (HHSA) has documentation on file that such a review was performed for Agreement 4271 with Sierra Child and Family Services.
ALTERNATIVES:
Should the Board decline to approve this recommendation, the CSS pilot project would be delayed until HHSA could vet another contractor willing and able to provide the project services. The length of time such a process could take would make HHSA out of compliance with the MHSA FY 2019-20 Annual Update.

It is recommended that the Board approve this item.
FINANCIAL IMPACT:
There is no Net County Cost associated with this Agenda item. This item will be funded with Mental Health Services Act funding. Sufficient appropriations were included in the fiscal year 2019-20 budget, and will be included in future budgets for the term of the Agreement.
