Sheriff's Office recommending the Board approve and authorize the Chair to sign a Governing Body Resolution 035-2025 for the FY 2024 Homeland Security Grant Program to accompany the application for grant funds sub-granted through the California Governor's Office of Emergency Services, for a grant allocation of $234,278, for the period September 1, 2024 through May 31, 2027.

DISCUSSION / BACKGROUND

On October 28, 2024, the Sheriff’s Office was notified by the California Governor's Office of Emergency Services (CalOES) it had been awarded the funding for the FY 2024 Homeland Security Grant Program (HSGP) in the amount of $234,278 for the retroactive term of September 1, 2024, through May 31, 2027.  Annually, the Sheriff and four other voting members (County Fire, City Police, City Fire, and Public Health) meet to discuss the needs of the County and determine the most appropriate uses of the funding. The FY 2024 HSGP plays an important role in the implementation of the National Preparedness System (NPS) by supporting the building, sustainability, and delivery of core capabilities essential to achieving the NPS goal of a secure and resilient nation. Delivering core capabilities requires the combined effort of the whole community, rather than the exclusive effort of any single organization or level of government.

 

The objective of the FY 2024 HSGP is to provide funds to eligible entities to support state, local, tribal, and territorial efforts to prevent terrorism and other catastrophic events and to prepare the nation for the threats and hazards that pose the greatest risk to the security of the United States. The FY 2024 HSGP’s allowable costs support efforts to build and sustain core capabilities across the Prevention, Protection, Mitigation, Response, and Recovery mission areas.  El Dorado County has been awarded $234,278 for the FY 2024 grant which will be used by various County entities to protect and serve El Dorado County.

 

In past grant cycles, the County has used these funds to improve communications systems between agencies, purchased tactical equipment for use during a large catastrophic disaster, a robot used to disarm bombs protecting lives and infrastructure, air cleaners to be used in the event of wildfires that were utilized during the Caldor Fire, and various additional items used to protect the community and ensure continuity in light of any foreseeable disaster.

 

CalOES requires that a resolution be on file from public agency governing bodies authorizing its agents (by title and not name) to execute for and on behalf of that public agency applications for federal grant funds. The Governing Body Resolution will be required to be brought back to Board each year for each HSGP grant.

 

ALTERNATIVES

Failure to provide these resolutions to the State would disallow the Sheriff's Office from applying for the grant awards that are sub-granted through the CalOES.
