Department of Transportation recommending the Board adopt a Resolution acknowledging the signature of the Director of Transportation or his designee executing a grant application and assurances with the United States Department of Transportation, Federal Aviation Administration (FAA) for funding in the amount of $372,000 for the West Hangar Area Crack Repair, Slurry Seal, Remarking, Taxiway Connector, Lighting project, and for the engineering design for the Perimeter Fence and Gates project.

 

FUNDING:  FAA will fund 95% of the application amount, and Placerville Airport Enterprise Fund.

Fiscal Impact/Change to Net County Cost:  Action on this agenda item will not obligate the County to any costs; obligation would occur upon award.  There is no net cost to the County General Fund associated with this agenda item.

 

Background:

The Placerville Airport west hangar pavement area is in need of maintenance and the FAA has requested that the County add a taxiway connector to the runway 5 threshold and remark taxiway and threshold chevrons.  At this same time the Airport is also applying for engineering design to create the plans for the Perimeter Fence and Gate project scheduled for next year.

 

The Grant Application was submitted in the amount of $372,000.  For the Crack and Slurry Seal project, the current estimated construction cost is $254,791 and engineering including administration cost is $56,000.  The engineering for the Perimeter Fence and Gate project cost is $61,209.  FAA will fund 95% or $353,400 of the estimated costs.  There is currently no state matching grant funds available therefore the resulting match of 5% or $18,600 for the County would come from the Placerville Airport Enterprise Fund.  The Resolution acknowledges the signature on the grant application, authorizes the acceptance of the grant, and certifies the availability of the 5% match monies, however this action does not obligate the County to any costs.  Obligation would occur on project award. 

 

Reason for Recommendation:

The FAA will provide grants for pavement maintenance and perimeter fencing and requested that the Airport submit the application for the grant.  Therefore, DOT felt that it was necessary to move forward with the FAA's proposal and submit the grant application, as per Resolution 198-2008, to meet the time constraints of the FAA.  

 

Action to be taken following Board approval:

Board Clerk's office will forward an executed copy of the resolution to DOT (Airports) for its records.  DOT shall return to your board for award of contract upon FAA and County Counsel approval.
