Sheriff's Office recommending the Board:

3) Approve and authorize the Chair to sign Amendment I to Agreement for Services 7565 with Sigma Wellness LLC, dba, Sigma Tactical Wellness increasing the amount by $35,000, from $80,000 to $115,000, and amending Exhibit A, with no changes to the term of the Agreement, expiring on March 20, 2026.

 

FUNDING:  Officer Wellness and Mental Health Grant Program, established in the 2022 Budget Act.

DISCUSSION / BACKGROUND

Sigma Tactical Wellness has pioneered a new system of cardio-metabolic screening which has been proven to detect cardiovascular disease more effectively than standard screening modalities.  HeartStart, an online program, was developed to be more accessible to individuals. Participants undergo advanced lipid and biomarker analysis, via a blood draw, which has been proven effective in detecting the early stages of cardiovascular disease.

 

HeartStart is an accessible, convenient, and confidential cardiac screening program that allows first responders to proactively manage their heart health. The program consists of three components:

1.                     Comprehensive Cardiac Blood Draw & Biometrics

2.                     Medical Consultation via Telehealth with a Sigma Clinician

3.                     4 My Heart Program - Ongoing Health Coaching

 

The current Sigma Tactical Wellness Agreement for Services 7565 was signed by the Purchasing Agent on March 21, 2023, for the provision of cardiovascular and metabolic screenings for the term of March 21, 2023 through March 20, 2026, in the amount of $80,000.  The services are exempt from the competitive bidding process, with Purchasing Agent concurrence, because “competition is precluded because of the existence of patent rights, copyrights, secret processes, control of the basis raw materials(s) or similar circumstances, and no equivalent good is available”.

 

Sigma Tactical Wellness now needs to begin a HeartStart Phase II which requires an amendment to the compensation and scope of the Agreement to move forward. At the time of the signing of the Agreement by the Purchasing Agent, the timing, scope, and compensation for future phases were not yet determined.

 

The requested action by your Board is necessary to complete the process of providing preventative healthcare, and to take advantage of State funding that is available for this purpose.  The Sheriff's Office Received $117,000 through the 2022 Budget Act.  Approximately $80,000 of those funds were used in FY 2022-23, with the remainder being utilized ins FY 2023-24 for this contract and another project.

 

ALTERNATIVES:

The Board could choose not to sign this amendment, however, the services would not be provided that are preventative healthcare for first responders.
