DISCUSSION/BACKGROUND

The White Rock Road Widening (2 to 4 lanes) - Post Street to South of Silva Valley Parkway Project (Project) will widen White Rock Road from two (2) to four (4) lanes from Post Street eastward to South of Silva Valley Parkway. Improvements include curb and gutter, sidewalk, and Class II bike lanes along a portion of the road segment. The Project is included in Transportation’s 2025 Capital Improvement Program, which was approved by the Board on July 15, 2025, Legistar file 25-0504.

 

The Department of Transportation (Transportation) is currently working through the environmental process to obtain California Environmental Quality Act (CEQA) adoption. Transportation may begin preliminary right-of-way while working through CEQA compliance.

 

The County may need to purchase fee title or easements from the above-listed parcels for the Project. To research title records and prepare for potential negotiations with the subject parcel owners, Transportation is requesting authorization from the Board to order and pay for title reports and certified appraisals for the land rights to be acquired.

 

Transportation is also requesting the Board authorize Transportation to enter into negotiations with the owners, or their designated representatives, of the parcels listed herein as related to the Project and appoint Transportation’s selected real estate negotiator for the County once CEQA approval is obtained.

 

ALTERNATIVES

The Board could choose not to authorize Transportation to proceed with ordering title reports and certified appraisals, enter into negotiations, and appoint a real estate negotiator, thereby preventing the acquisition of the necessary parcels, and preventing the Project from proceeding until CEQA is adopted.

FINANCIAL IMPACT

This Project has no net County cost. The cost for title reports and color-coded parcel maps is based on $925 per parcel. The total cost for the two (2) title reports required is $1,850. Funding for this phase of the Project is covered by TIF - Zone C Local Roads funds.
