Chief Administrative Office, Facilities Division, recommending the Board:
1) Find that pursuant to Article II, Section 210b(6) of the El Dorado County Charter, that due to the limited timeframes and temporary nature, the ongoing aggregate of the work to be performed is not sufficient to warrant the addition of permanent staff; and
2) Authorize the Purchasing Agent to sign Amendment III to Agreement for Services 4832 with Pro-Line Cleaning Services, Inc. to extend the term through December 31, 2021, and increase compensation by $46,860, for an amended not-to-exceed amount of $167,915, as related to routine janitorial services at the Public Safety Facility.

DISCUSSION / BACKGROUND
On April 14, 2020, the Board approved Agreement for Services No. 4832 with Pro-Line Cleaning Services, Inc., to provide routine janitorial services at the Public Safety Facility. This agreement was established for a six month term (March 17, 2020 through September 16, 2020) and a not-to-exceed amount of $46,860.
On September 1, 2020, the Board approved Amendment I to Agreement for Services No. 4832 to extend the term to December 31, 2020, and increase compensation by $27,335.
On December 15, 2020, the Board approved Amendment II to Agreement for Services No. 4832 to extend the term to June 30, 2020, and increase compensation by $46,860.
With the continued need for janitorial services at the Public Safety Facility the need continues to contract with Pro-Line Cleaning Services, Inc. The division seeks to increase the contract’s term and compensation so that routine cleaning services remain available. Amendment III would add an additional $46,860 in compensation, for an amended not-to-exceed of $167,915, and extend the term to December 31, 2021.
Being this agreement is temporary and short term in nature the Division further recommends the Board, pursuant to Article II, Section 210b(6) of the El Dorado County Charter, make findings that the ongoing aggregate of the work to be performed is not sufficient to warrant the addition of permanent staff.
ALTERNATIVES
County Custodial Staff were already stretched thin with the new facility coming online and current events have put their workload well beyond maximum capacity. Absent this amendment the County will be shorthanded to address custodial needs.

FINANCIAL IMPACT
