Fiscal Impact/Change to Net County Cost: These amendments reallocate funds from one agreement to the other and take advantage of salary and benefits cost savings that are provided for by the CDCI grant.   The total amount of compensation for TYFS will be decreased by $2,057 and the amount for NMYFS increased by $6,767.  There is no net County cost.
 
Background: Drug and alcohol counseling services for individuals under the age of 18 have been provided by NMYFS and TYFS during the period of December 29, 2005 to December 28, 2006.  These services have been funded by the CDCI grant.  TYFS did not service as many clients as they had expected and, consequently, did not utilize the full amount under their contract with the County.  However, NMYFS experienced a surge of new clients seeking services toward the end of their contract term, the cost of which exceeded the amount of total compensation allocated to them in their agreement.
 
Reason for Recommendation: Due to cost savings in salary and benefits within the Alcohol and Drug Division of Public Health, and considering the amount of compensation unused by TYFS, NMYFS can be compensated for the services they provided.  These amendments are retroactive to the term of their respective agreements.  The need to increase the amount of the contract with NMYFS was not known by staff until shortly before the term of the contract expired.  Staff elected to delay processing these amendments until final invoices had been received from the providers and exact numbers were known.
 
Action to be taken following Board approval: Chair to sign three (3) copies of each amendment; Board Clerk's office to return two (2) copies of each amendment to Department; Department to distribute as appropriate.
