Health Services Department, Mental Health Division, recommending the Board authorize the Chair to sign Agreement 322-S1111 with Tahoe Youth and Family Services in the amount of $64,000 for the term March 1, 2011 through June 30, 2012 to provide specialty mental health services for seriously emotionally disturbed minors on an "as-requested" basis for said Department.
FUNDING: Medi-Cal/Early and Periodic Screening, Diagnosis and Treatment (EPSDT), as well as Mental Health Realignment, as determined by the funding sources available and appropriate for each youth.

Fiscal Impact/Change to Net County Cost: There is no Net County Cost associated with this Agreement.
Background: Tahoe Youth and Family Services (TYFS) has been providing specialty mental health services to County youth in the South Lake Tahoe area for over five (5) years. Specialty mental health services provided by TYFS include assessments, case management, Therapeutic Behavioral Services, crisis intervention, as well as individual, group, and family therapy.
Compensation for Services: Payments are made to Contractor based upon monthly invoicing at specified billing rates for actual services performed and documented per contract requirements. Services and rates are detailed on page 4 of the contract.
Contract Termination: This Agreement includes the County's standard Fiscal Considerations termination language, as well as a provision for the County to terminate the Agreement without cause with seven (7) calendar days written notice.
Reason for Recommendation: TYFS offers a unique set of clinical services, some of which are not available at the South Lake Tahoe clinic operated by the County Health Services Department's Mental Health Division (MHD). TYFS is well equipped to serve youth requiring a complex array of services, including providing Spanish speaking clinicians and after hours/weekend services, when necessary. The services required under the proposed Agreement are intended to keep youth out of higher and far more expensive levels of care.
Action to be taken following Board approval:
1. Chair to sign three (3) original Agreements.
2. Board Clerk's Office to return two (2) original Agreements to the Health Services Department, Mental Health Division.
3. Mental Health Division to distribute as appropriate.
