DISCUSSION / BACKGROUND
The California Highway Patrol Senior Volunteers in cooperation with the El Dorado Community Foundation is hosting a Car Show fundraiser on September 30, 2023, with proceeds benefiting the local community. One hundred percent of the event’s profit will be distributed to various community non-profit organizations. The El Dorado Community Foundation is a 501(c)3 local non-profit organization. Over the past several years this event has raised over $20,000 for non-profit organizations including The Upper Room, Boys and Girls Club, New Beginnings, Court Appointed Child Advocates (CASA), and the Ponderosa High School Band.
Due to the nature of this event and the planned activities, a Temporary Use Permit (TUP) is required. The total estimated fees for this TUP are $2,053.54, including $985 for Planning fees, $95 for Stormwater, $86 for Environmental Management Department, and $856 for Department of Transportation fees. (Attachment B). The only fee not recommended to be waived is the technology fee for $31.54 as this fee is typically not waived as it is nominal on a project level, and the accumulated collection from all projects is essential for broader County operations. The Planning and Building Department, with concurrence of the Chief Administrative Office, is recommending the Board consider waiving the TUP fees in the amount of $2,022, as this event will provide a substantial public benefit (Attachment C).

The Board may choose not to approve this fee waiver request.
PRIOR BOARD ACTION
On September 12, 2023, (File No. 23-1595), the Board approved a fee waiver of $1,303 for the TUP for the 2023 Props, Cops, and Rodders fundraiser pursuant to Board Policy B-2, Section II, B(3).

FINANCIAL IMPACT
These fees are typically paid for by the project applicant. Approval of the fee waiver in the amount of $2,022 would require the use of General Fund to pay for the Planning and Building staff time and materials associated with the plan review for the event. The Department anticipates that there will be adequate General Fund savings to cover the cost of the waiver, therefore, no budget transfer is necessary.
