DISCUSSION / BACKGROUND

As authorized by Section 182.6(g) of the Streets and Highway Code, the El Dorado County Transportation Commission (EDCTC) has entered into Agreement X23-6157(081) with the State of California, through the Department of Transportation (Caltrans), to assign a defined portion of its annual Surface Transportation Block Grant Program (STBGP) apportionment to Caltrans in exchange for FY 2022-23 nonfederal State Highway Account funds. EDCTC is authorized to use these exchange funds to assist local agencies in promoting projects which otherwise qualify for STBGP funds.

 

These are projects that are scheduled to be in process in time to make use of the Regional Surface Transportation Program (RSTP) funds, which much be expended within a certain time frame from when the funding cycle was released. The projects listed to receive these STBGP exchange funds are as follows:

 

- US 50 / Camino Area Safety Improvement Project to reduce accidents in the area (Fenix Number 36104015): $29,000.

 

- Intersection Safety/Pedestrian Safety Improvements: Pedestrian safety improvements on Pleasant Valley Road at 4 locations. Crossings include: Oriental Street, Church Street, Racquet Way and Pleasant Valley Road between Toyan Drive to Pearl Place

(Fenix Number 36105061): $4,500.

 

- Pleasant Valley Road Safety Improvements: Sight Triangle Improvements along Pleasant Valley Road at 5 locations. Crossings to be improved include Zandonella Road/Big Cut road, Hanks Exchange Road, Cedar Ravine Road, Newton Road and Leisure Lane (Fenix Project Number 36105062): $3,500.

 

- High friction surface treatment and striping long the entire length of Pleasant Valley Rd in El Dorado County (Fenix Project Number 36105072): $155,000.

 

- Construct a 4-lane arterial roadway with curb, gutter, and sidewalk from Missouri Flat Road to State Route 49.  Includes drainage improvements, signalized intersections, and El Dorado Trail parking area. Diamond Springs Parkway - Phase 1B (Fenix Project Number 36105011): $478,721.

 

EDCTC is required to execute formal written agreements between EDCTC and STBGP Exchange Recipients and provide oversight of the program funds. The EDCTC received the FY 2022-23 STBGP Exchange Funds, which will be paid to the County per the formula-based distribution policy adopted by EDCTC on February 3, 2011, after approval by EDCTC and the execution of this Agreement. The expiration date of the funds is five (5) years from the date funds are allocated by EDCTC.

 

ALTERNATIVES

Until an item such as this is approved by the Board, the funding will remain unclaimed.

FINANCIAL IMPACT

Approval of this Agreement will allow the County to receive a total of $670,721 in STBGP funding to be used on the following Capital Improvement Program projects: US 50/Camino Area Safety Project, Fenix Number 36104015, $29,000; Intersection Safety/Pedestrian Safety Improvements: Pedestrian safety improvements on Pleasant Valley Road at 4 locations, Fenix Number 36105061, $4,500; Pleasant Valley Road Safety Improvements: Sight Triangle Improvements, Fenix Project Number 36105062, $3,500; Pleasant Valley Road Safety Improvements, Fenix Project Number 36105072, $155,000; Diamond Springs Parkway - Phase 1B, Fenix Project Number 36105011, $478,721. Project financing plans in the CIP will be updated to reflect this revenue.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair’s signature on two (2) originals of the STBGP Agreement.

2) The Clerk of the Board will forward the two (2) partially-executed original Agreements to the CAO - Community Development Finance and Administration, for further processing.
