No Change to Net County Cost. California Department of Parks and Recreation Dept of Boating and Waterways, and Off-Highway Vehicle Grants will cover this position's costs.
 
The salary and benefits cost of the Sheriff's Sergeant is estimated at $182,895 for twelve months.  It is anticipated that the position will be filled for 2 months in the current fiscal year at a cost of approximately $28,138.
 
Background
In the recent past a full-time Sergeant has not been allocated to El Dorado County's Waterways and Off-Highway Vehicle pathways.  The Sheriff's Office is putting a priority on these programs and would like to use the funding resources from the California Department of Parks and Recreation Dept of Boating and Waterways, and Off-Highway Vehicle Grants to dedicate a Sergeant position to lead the Boating Safety Unit and OHV Rubicon Patrol activities.
 
Reason for Recommendation
The Sheriff's Office has determined that a new Sergeant is needed to provide the specialized technical skill and supervision required for the Boating/OHV unit.  The size and scope of the grant programs and funding warrant the addition of a dedicated Sergeant who would be directly responsible for the supervision of the Boating Safety Unit during the spring to fall season, as well as the OHV Rubicon Patrol during the same time frame.  This would include all administrative duties such as: statistical intelligence, budget administration, purchasing, boat and vehicle maintenance, quarterly reports, grant administration, OHV meetings, River Management Advisory Committee meetings, assist County with revisions of River Management Plan, and other duties as assigned.
 
In the off-season, the Boating/OHV Sergeant would be primarily responsible for writing the OHV and Boating Grants for the upcoming fiscal year, preparing all necessary reports for each unit such as grant summaries, annual reports (River Management Annual report and Sheriff's Annual report), administering budgets to ensure proper expenditures are being made and recorded, arrange any and all necessary training for each unit, and being responsible for arranging the extensive off-season maintenance necessary for each unit to remain functional.
