DISCUSSION / BACKGROUND

On September 22, 2026, with Legistar file 26-1515, the Board directed a change to the proposed FY 2026-27 Adopted Budget to “obligate up to $300,000 from General Fund Contingency for Clubhouse El Dorado and work with Clubhouse El Dorado to develop a plan and on an as needed basis to fund them through June 30, 2027, with the understanding that the County will not be opting into BH Connect and direct staff to return to the Board with an update before the end of the calendar year.”

NAMI has prepared a FY 2026-27 Bridge Funding and Sustainability Plan; attached to this item as Attachment A. The Plan outlines that Clubhouse El Dorado requires approximately $530,000 to $600,000 annually to sustain current operations. NAMI’s sustainable funding plan outlines a diversified revenue model combining healthcare

reimbursement and partnerships, public funding, foundation grants, individual philanthropy, corporate support, community fundraising, and other contracted revenue opportunities. The Plan includes NAMI providing a Mid-Year Progress Report by March 1, 2027. The Plan also includes a FY 2026-27 Budget for the Clubhouse Program.

Agreement 10670 is being presented for Board approval. This Funding Out Agreement will allow for three quarterly payments of $100,000 to NAMI for the period of October 1, 2026, through June 30, 2027. A one-month retroactive performance period is recommended to allow for a full three quarters of funding and to allow the largest period of bridge funding in alignment with the Board’s direction on September 22, 2026. Prior to the payment of the second and third quarter payments, NAMI will submit a request for payment that includes an update on the implementation of the funding sustainability plan and a statement of the ongoing need for the funding.
