DISCUSSION / BACKGROUND

As part of the overarching efforts to facilitate the successful reintegration of individuals releasing from prison and back to their communities, the Shingle Springs Community Corrections Center (CCC) and the California Department of Corrections and Rehabilitation (CDCR), Division of Adult Parole Operations (DAPO) are partnering to develop a smoother transition for individuals releasing to parole and post release community supervision.

 

The goal of this Agreement is to reduce recidivism and increase public safety through effective community reintegration. The programs and services provided will assist in reintroducing participants back into their respective communities. The programs and services offered at the CCC (also called “Day Reporting Center”) will address linkage to needs such as food, clothing, shelter, and behavioral health treatment needs for mental health and substance use to parolee participants as identified in their needs assessment.

 

The Probation Department (Probation); El Dorado County Community Corrections Partnership (CCP); and the CDCR DAPO have been coordinating a Day Reporting Center at the CCC since January of 2021. There has been much coordination between Probation; the CCP; and CDCR’s Support Services Section, Staff Services, Office of Business Services, and DAPO to confirm obligations between Probation and DAPO.

 

Probation and the CCC may provide and may make the following services available: Food Pantry, housing, Cognitive Restructuring Groups, County Social Services, access to DMV services, workforce development, adult education, and job preparation.

 

The CDCR DAPO will provide services through a Licensed Clinical Social Worker via in-person, telephone, and video contacts; and a Parole Agent.

 

It is anticipated that co-location of resources will enhance information sharing, pre-release planning, and reintegration opportunities for parolees and probationers. 

 

Probation has been assisting DAPO and parolees to connect with Northern California Construction Training (NCCT), allowing parole agents to use interview rooms to meet with their clients, and allowing DAPO to use Probation services when conducting Community Resource Team Fairs. Probation has been preparing the Day Reporting Center workspace for DAPO staff. DAPO has been utilizing certain Probation services; this agreement will now allow for reimbursement for these, and additional, services.

 

Probation received the initial draft MOU from CDCR in February 2021. Discussions between CDCR and Probation resulted in a revised draft MOU received by Probation in April 2021. The draft was submitted to CDCR’s Contract Unit in June of 2021, forwarded to Probation, and approved by Probation July 1, 2021. CDCR forwarded their approval of the new draft with changes on September 17, 2021, and Probation commenced their additional review and approval. Probation and CDCR, meanwhile, held implementation meetings. Probation notified CDCR of further changes on October 21, 2021.This Public Entity contract C5610389 was received from the State of California Department of Corrections and Rehabilitation, Division of Administrative Services, Office of Business Services, on November 17, 2021. The agreement was processed by Probation for all reviews and approvals and then submitted to the next available Board Agenda. It is retroactive to October 1, 2021. Although this is retroactive, this is a revenue agreement, and has taken a great deal of planning with the parties to complete the specifics of the Agreement.

 

ALTERNATIVES

If this Agreement is not approved by the Board, there will be a decreased opportunity to provide certain parolees the skills and services to keep them from repeating offenses.
