Planning and Building Department, Planning Division, submitting for approval of a Final Map for the Promontory Village 7 Subdivision (TM16-1530) for Promontory Village 7 Unit 3A (TM-F23-0004), creating 39 residential lots and four (4) lettered lots, on property identified as Assessor’s Parcel Numbers portion of 124-390-004 and 124-390-014 (Attachment E, Exhibit A) located on the west side of Beatty Drive, approximately 1,270 feet south of the intersection with Alexandra Drive, in the El Dorado Hills area (Attachment E, Exhibit B), and recommending the Board:
1) Approve the Final Map (TM-F23-0004) for Promontory Village 7 Unit 3A (Attachment E, Exhibit C); and
2) Approve and authorize the Chair to sign the Agreement to Make Subdivision Improvements (Attachment B). (District 1)

DISCUSSION / BACKGROUND
Promontory Village 7 Unit 3A Final Map would create 39 residential lots and four (4) lettered lots, ranging in size from .506 acres to 4.462 acres in size (Attachment E, Exhibit C). This final map encompasses the fifth phase of the 131 residential lot Promontory Village 7 Tentative Subdivision Map (TM16-1530) approved by the Planning Commission on August 24, 2017 (File No. 17-0849) (Attachment E, Exhibit D), with Promontory Village 7 Large Lot Final Map (TM-F18-0006) approved by the Board of Supervisors (Board) on December 4, 2018 (File No. 18-1809) (Attachment E, Exhibit E), Promontory Village 7 Unit 5 Final Map (TM-F20-0005) approved by the Board on April 20, 2021 (File No. 21-0179) (Attachment E, Exhibit F), and Promontory Village 7 Unit 1 Final Map (TM-F21-0009) approved by the Board on December 6, 2022 (File No. 22-2201) (Attachment E, Exhibit G). A Time Extension was approved by the Planning Division on October 12, 2023 , (Attachment E, Exhibit H), and the current expiration date for map recordation is February 24, 2029.
The Conditions of Approval Conformance Verification report (Attachment F) verifies compliance of the Final Map with the Tentative Map conditions of approval. Affected agencies/departments, including County Department of Transportation (DOT), County Surveyor's Office and El Dorado Hills Fire Department, have reviewed and verified compliance with the conditions of approval, and recommended approval of the Final Map.
Improvement Agreements and Bonds: The applicant has submitted an Agreement to Make Subdivision Improvements (Attachment B) and associated bonds (Attachments C and D) pursuant to Section 120.16.050 of the County Code. DOT has reviewed and approved the cost estimates. County Counsel and Risk Management have reviewed and approved the Improvement Agreement and bonds for the Promontory Village 7 Unit 3A Subdivision.
Water/Wastewater: The El Dorado Irrigation District has provided a Meter Award Letter confirming that the applicant has acquired the required Equivalent Dwelling Units (EDU’s) for water and wastewater to serve the 39 residential lots (Attachment E, Exhibit I).
Environmental Review: The review of the Final Map is a ministerial process and is Statutorily Exempt from environmental review under Section 15268(b)(3) of the CEQA Guidelines.

FINANCIAL IMPACT
There is no net county cost associated with the proposed action. The Subdivision improvements are funded by Promontory Construction Company, LLC the owner and development applicant.
CLERK OF THE BOARD FOLLOW UP ACTIONS
1) Clerk of the Board to obtain the Chair’s signature on two (2) original copies of the Subdivision Improvement Agreement.
2) Clerk of the Board to provide one (1) fully executed Subdivision Improvement Agreement to DOT, Attention: Lindsay Tallman.
