FUNDING: Funding sources for the Dept. of Human Services are 85% Federal/State via Social Services allocations with a 15% County match.

Fiscal Impact/Change to Net County Cost: No Change. The Agreement is funded by the Social Services allocation with required County match dollars met primarily with realignment resources. Funds are budgeted for FY 2007/2008 and the remainder will be budgeted for FY 2008/09, 2009/10 and 2010/11.
Reason for Recommendation: The provision of therapeutic counseling, inpatient and outpatient substance abuse testing and other related services has proven to be a successful tool for promoting reunification of families served by the Department of Human Services (DHS). Contracting out to local vendors continues to be the most efficient and cost effective method of delivering these services to eligible DHS clients. This Agreement is being submitted for retroactive execution as a result of delays in processing necessary to incorporate the Board approved standardized rate structure that became effective January 1, 2008 and the time required to achieve compliance with Purchasing Policy C-17 requirements for contracts over $100,000. The expiration date is set at June 30, 2011 to correspond with the fiscal year.
Purchasing Agent Recommendations: The Human Services Department has requested a contract with Progress House, Inc. for the provision of substance abuse treatment services, anger management, therapy, substance abuse testing, and other related services on an "as requested" basis for clients referred by the Human Services Department. The Procurement and Contracts Division has processed the subject Agreement. The Agreement is for a three-year term with a not to exceed amount of $600,000.00.
The Purchasing Agent has coordinated the outside review of the contractor's qualifications to perform the needed services with Gayle Erbe-Hamlin, Director of Public Health. The Public Health Director concurs that Progress House, Inc. has demonstrated its ability to perform the work based on prior experience with this contractor, qualifications of the contractor, and the availability of the contractor to perform the services.
The Purchasing Agent has determined that it is appropriate to dispense with any competitive selection process for services performed by Progress House, Inc. as the Department contracts with multiple firms for specialized treatment services. The Purchasing Agent concurs that the department's request is in compliance with Board of Supervisors Policy C-17, Sections 7.5 and 7.10.
Action to be taken following Board approval: Board Clerk to forward two (2) originals of executed Agreement for Services #510-S0811 to the Department of Human Services, Social Services Division at 3057 Briw Road. Auditor's Office to authorize payment of future invoices.
