Planning and Building Department, Planning Division, submitting for approval of a Final Map (TM-F25-0002) for Unit 1 of the East Ridge Village Subdivision (TM14-1521), creating a total of 147 residential lots and 13 lettered lots, on property identified as Assessor’s Parcel Numbers 119-390-040, 119-390-041, 119-390-042, 119-390-063, 119-390-064, and 119-390-065 (Attachment E, Exhibit A) located on the southeast side of Valley View Parkway, approximately 2,600 feet east of the intersection with Blackstone Parkway in the El Dorado Hills area (Attachment E, Exhibit B), and recommending the Board:
1) Approve the Final Map (TM-F25-0002) for East Ridge Village Unit 1 (Attachment E, Exhibit C); and
2) Approve and authorize the Chair to sign the Agreement to Make Subdivision Improvements (Attachment B).

DISCUSSION / BACKGROUND
East Ridge Village Unit 1 Final Map will create a total of 147 residential lots and 13 lettered lots, ranging in size from 0.194 acres to 17.04 acres in size (Attachment E, Exhibit C). This Final Map encompasses Unit 1 of the East Ridge Village Tentative Subdivision Map, TM14-1521, (Attachment E, Exhibit E) approved by the Planning Commission on June 11, 2015, (Legistar file 15-0660), set to expire July 11, 2018; however, a time extension was timely filed and approved by the Planning Commission on July 13, 2017 (Legistar file 15-0660), resulting in a new expiration date of June 11, 2024. An additional time extension was approved within the Executed Development Agreement, DA22-0001, approved by the Board of Supervisors on July 25, 2023 (Legistar file 23-1311), resulting in a new expiration date of July 11, 2034.
The Verification of Final Map Conformance with Conditions of Approval report (Attachment F) verifies compliance of the Final Map with the Tentative Map Conditions of Approval. Affected agencies/departments, including County Department of Transportation (DOT), County Surveyor's Office and El Dorado Hills Fire Protection District, have reviewed, verified compliance with the Conditions of Approval, and recommended approval of the Final Map.
Improvement Agreements and Bonds: The applicant has submitted an Agreement to Make Subdivision Improvements (Attachment B) and associated bonds (Attachments C and D) pursuant to Section 120.16.050 of the County Code. DOT has reviewed and approved the cost estimates. County Counsel and Risk Management have reviewed and approved the Agreement to Make Subdivision Improvements and bonds for Unit 1 of the East Ridge Village Subdivision.
Water/Wastewater: The El Dorado Irrigation District has provided a Meter Award Letter confirming that the applicant has acquired the required Equivalent Dwelling Units (EDUs) for water and wastewater to serve the 147 residential lots (Attachment E, Exhibit F).
Environmental Review: The review of the Final Map is a ministerial process and is Statutorily Exempt from environmental review under Section 15268(b)(3) of the California Environmental Quality Act (CEQA) Guidelines.

FINANCIAL IMPACT
There is no net county cost associated with the proposed action. The Subdivision improvements are funded by the development applicant.

1) Clerk of the Board to obtain the Chair’s signature on two (2) original copies of the Agreement to Make Subdivision Improvements; and
2) Clerk of the Board to provide one (1) fully executed Agreement to Make Subdivision Improvements to Department of Transportation, Attention: Lindsay Tallman.
