El Dorado County Air Quality Management District (AQMD) recommending the Board, acting as the Board of Directors of AQMD, consider the following pertaining to the Electric Vehicle Supply Equipment Replacement project at the County offices:

1) Approve and adopt the construction plans and specifications and authorize the Chair to sign the bid documents; and

2) Authorize the advertisement for construction bids (BID Number 2025-0130) in the Quest Construction Data Network.

DISCUSSION / BACKGROUND

There are fifty-four (54) Electric Vehicle (EV) chargers at fifteen (15) County facilities and park and ride locations that are accessible to the public.  Since 2014, AQMD has acquired funding for and worked with Facilities staff and hired contractors to install these chargers at County offices throughout El Dorado County (EDC).  To incentivize EV usage in EDC these chargers have been free to use, with the electricity costs being paid by AQMD using AB 2766 motor vehicle emission reduction funding.  EV adoption is becoming much more prevalent. Of the new vehicles being sold in California, approximately 25% are now EVs or plug-in hybrids. AQMD staff believes this incentive is no longer necessary and recommend replacing the free for use EV chargers with chargers capable of collecting a fee from the user.  This bid project will replace the existing chargers with networked chargers that are able to charge a cost that offsets electricity cost for public users, while still providing charges for County fleet vehicles.  Additionally, this bid includes a maintenance plan that will provide at least a ninety seven percent (97%) uptime, and County Facilities Management staff would no longer be responsible for the repair and upkeep of these chargers.

 

ALTERNATIVES

The Board may choose to deny the approval of this construction project.  This would require the County's Facilities Management staff to continue to maintain the existing EV chargers with limited staffing, and would require Air Quality Management to continue to pay for the increasing cost of electricity on an estimated basis, and we would continue to not have accurate electricity usage reporting for use towards the low-carbon fuel standard credits.

FINANCIAL IMPACT

There is no use of General Fund, this project is funded completely with AB2766 DMV Surcharge Fees which have been included in the AQMD FY2025/26 adopted budget.
