DISCUSSION / BACKGROUND

La Caille Estates Subdivision, Phase 2 would create a total of six (6) residential lots) ranging in size from 1.010 acres to 1.423 acres in size (Attachment E, Exhibit C). The final map is based on the 4 lot, La Caille Estates Subdivision Large Lot Final Map (TM05-1395-F) approved by the Board of Supervisors on December 13th, 2016 (Legistar File 14-1500). The current expiration date for tentative map recordation is November 14, 2025.

 

The Phase 2 Final Map conforms to the approved Tentative Map (TM05-1395-R) and the Conditions of Approval (Attachment F). The small lot final map(s) for subsequent development phases based on this Large Lot Final Map

(TM05-1395-F) and the approved Tentative Subdivision Map (TM05-1395-R) shall be further verified for conformance with all applicable Conditions of Approval under separate final map applications.

 

Staff has reviewed the conditions of approval for TM05-1395-R and noted that all of the applicable conditions for the Tentative Map have been satisfied.  The Department of Transportation, El Dorado Air Quality Management District, El Dorado County Fire Protection District, and County Surveyor have reviewed the applicable conditions for compliance (Attachment F).

 

Improvement Agreements and Bonds: The applicant has submitted an Agreement to Make Subdivision Improvements (Attachment B) and bonds pursuant to Section 120.16.050 of the County Code. DOT has reviewed and approved the cost estimates. County Counsel and Risk Management have reviewed and approved the Improvement Agreement and bonds for the La Caille Estates, Phase 2 subdivision.

 

Water/Wastewater: The El Dorado Irrigation District has provided a Meter Award Letter confirming that the applicant has acquired the required Equivalent Dwelling Units (EDU’s) for water and wastewater to serve eleven (6) residential lots (Attachment E, Exhibit E).

 

Environmental Review: The review of the Final Map is a ministerial process and is Statutorily Exempt from environmental review under Section 15268(b)(3) of the CEQA Guidelines.

FINANCIAL IMPACT

There is no net county cost associated with the proposed action.  The Subdivision improvements are funded by the development applicant.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board to obtain the Chair’s signature on two (2) original copies of the Subdivision Improvement Agreement.

2) Clerk of the Board to provide one (1) fully executed Subdivision Improvement Agreement to the Department of Transportation, Attention: Lindsay Tallman.

 

STRATEGIC PLAN COMPONENT

Economic Development: This project aligns with the Economic Development goals of the County's Strategic Plan, as it would provide additional housing in fulfillment of the County's Housing Element and provide property tax revenue and sales tax revenue from new residents.
