Sheriff’s Office recommending the Board:
1) Approve and authorize the Chair to execute Reimbursement Agreement 8506 between the County and the City of South Lake Tahoe for reimbursement of funds in the amount of $21,930 for the grant performance period that ends May 31, 2024, from the Fiscal Year (FY) 2019 Homeland Security Grant, for the purchase of a drone system; and
2) Approve and authorize the Chair to execute Reimbursement Agreement 8507 between the County and the City of South Lake Tahoe for reimbursement of funds in the amount of $9,317.46 for the grant performance period that ends May 31, 2024, from the FY 2021 Homeland Security Grant for the purchase of an additional drone system.

DISCUSSION / BACKGROUND
On April 8, 2003, the Board created an Approval Authority to distribute Homeland Security Grant funds to local eligible entities. The Approval Authority consists of representatives from the City of Placerville, and South Lake Tahoe Police Departments, the Sheriff’s Office, Public Health, and Fire Districts.
On June 23, 2015, with Legistar item 15-0768, the Board of Supervisors reaffirmed the creation of an Approval Authority to distribute the Grant funds at the local level.
The Homeland Security Grant program provides funding for planning, equipment, training, exercises, and management/administrative costs to help fulfill one of the core missions of the Federal Department of Homeland Security by enhancing the country's ability to prepare for, prevent, respond to, and recover from potential attacks and other hazards. The Grant is one of the main mechanisms in funding the creation and maintenance of national preparedness, which refers to the establishment of plans, procedures, policies, training, and equipment at the Federal, State, and local level that is needed to maximize the ability to prevent, respond to, and recover from major events such as terrorist attacks, major disasters, and other emergencies.
The disbursement of the FY 2019 and 2021 funds to the City of South Lake Tahoe was voted and approved by the Approval Authority on November 19, 2018 and December 30, 2020. The extensive delay in getting this to your Board for approval is due to the drones requiring state and federal approval.
ALTERNATIVES
Failure to disburse funds would result in the inability of the Sheriff’s Office to administer the grant funds as approved by the State and the Approval Authority.

FINANCIAL IMPACT
There is no Net County Cost impact. Funding has been allocated to the City of South Lake Tahoe from the 2019 and 2021 Homeland Security Grant.

One signed copy of each Agreement should be returned to the Sheriff’s Office for distribution to the City of South Lake Tahoe.
