Fiscal Impact/Change to Net County Cost:  No change to Net County cost.  The following amounts have been incorporated into the County's FY 2008-09 budget:

The CHDP budget of $381,569 (includes $88,678 for Foster Care) plus CCS Administration budget of $475,929 results in a Federal/State allocation of $857,498.   County match to this allocation is $82,719 for a total program budget of $940,217.

Background:   The County has participated in both the CHDP and CCS programs for several years with a high degree of success.  The CHDP program provides for free child health examinations and subsequent follow-up for any issues found on exam.  The Health Care Program for Children in Foster Care (HCPCFC) is a component of the CHDP program and is a collaborative approach with Health Services, Department of Human Services and Probation, ensuring qualified professionals manage the healthcare needs of children in foster care.  The CCS program provides healthcare services and other critical needs for children afflicted with chronic disease whose families have little or no financial means to meet those needs.

Reason for Recommendation:  The Health Services Department CMS program provides a number of services for children in the community.  The continuation of the CMS Program is critical to the health and well-being of children in El Dorado County.

The approved budget documents were not received from the State until the early February and were immediately processed by Health Services staff in preparation for approval by the Board.

Action to be taken following Board approval:
1.      Board Chairman to sign three (3) original certification Statements for the CHDP Program and three (3) Statements for CCS.
2.      Board Clerk's office to forward all six (6) original documents to the Health Services Department.
3.      Health Services to submit signed documents, certifications and budget to State.
