DISCUSSION / BACKGROUND
Department of Transportation, Maintenance and Operations Division (Transportation) reviewed the existing speed survey on Pleasant Valley Road due to the recent pedestrian safety project. The current speed zone restriction is sanctioned by Resolution No. 247-51. The newly installed speed feedback sign for westbound traffic provides notification from a 35 miles per hour (MPH) speed zone to a 25 MPH speed zone entering Diamond Springs. Due to the location of the speed feedback sign, the existing speed zone limits need to be amended lengthening the 25 MPH speed zone by 0.15 miles and shortening the 35 MPH speed zone by 0.15 miles. The proposed amended speed zones were approved by the Traffic Advisory Committee (TAC) on April 30, 2025.
Similarly, Carson Crossing Drive speed zone was first brought to TAC in November 2024 with a proposed 45 MPH speed zone. Residents within the Heritage Community expressed concerns of increased pedestrian use of adjacent facilities to the age restricted community. Transportation staff reevaluated the survey and presented it at the April 30, 2025 TAC meeting to discuss further reducing the previously proposed 45 MPH speed zone by 10 MPH for a new speed zone of 35 MPH. The entire length of Carson Crossing Drive was proposed to be a radar enforced 35 MPH speed zone due to the presence of California Manual on Uniform Traffic Control Devices defined pedestrian generators. The proposed speed zone was approved by TAC on April 30, 2025.
The following is the final recommendation that was approved by the West Slope Traffic Advisory Committee:

“(gk) Carson Crossing Drive (No. 2791) thirty-five (35) miles per hour from White Rock Road (No. 34) to Golden Foothill Parkway (No. 1124).”
AMEND:
“(fq) Pleasant Valley Road (No. 77) twenty-five (25) miles per hour beginning at State Route 49 in Diamond Springs and proceeding easterly for a distance of 0.23 0.38 mile, thence thirty-five (35) miles per hour continuing east for a distance of 0.27 0.12 mile, thence forty-five (45) miles per hour continuing east for a distance of 4.44 miles to 0.19 of a mile east of Bucks Bar Road (No. 99).”
ALTERNATIVES
The Board could choose not to agree with the West Slope Traffic Advisory Committee's decision and leave the current speed restriction limits on Pleasant Valley Road and Carson Crossing Drive.

FINANCIAL IMPACT
Relocation of one speed limit sign on Pleasant Valley Road is estimated at $150 and the installation of four (4) speed limit signs on Carson Crossing Drive is estimated at $700. Funding to complete the work is included in the Fiscal Year 2025-26 recommended budget.
